Background

Renewable Energy for Rural Livelihood (RERL) is a joint project of the Government of Nepal/Alternative Energy Promotion Centre (GoN/AEPC) and the United Nations Development Programme (UNDP). In continuation of UNDP’s support to the energy sector and UN’s commitment towards ensuring universal access to modern energy services, UNDP Nepal and GoN/AEPC has agreed to extend the partnership in this sector to scale up decentralized energy systems particularly mini hydro, large solar PV, productive end-uses and renewable energy financing for better linkages with enterprise development and livelihood enhancement. RERL provides technical assistance for the implementation of mini hydro and solar mini grid subprojects under the Asian Development Bank/South Asia Sub-regional Economic Cooperation (ADB/SASEC) Power Expansion Project, off-grid component being implemented by AEPC in rural areas of Nepal.

Duties and Responsibilities

The Site Coordinator (SC) shall implement systems procedures, design standards of AEPC and contract documents for quality assurance and contract management for mini hydro development. The SC shall lend oversight to the user committee/cooperative in implementing the mini hydro subprojects. S/he shall ensure that the mini hydro subproject is recognized as an effective, efficient and transparent organization that can be trusted upon by its equity stakeholders. The SC shall also provide oversight to other site-based project personnel. The duties and responsibilities of the SC include, but not limited to, the following:
• Plan and prepare monthly work plan for construction work in close consultation with AEPC, contractor and management committee and share with AEPC and the management committee;
• Execute construction supervision work in effective and efficient manner in compliance with the specified standard within the stipulated time limit such that the project cost shall be minimized. Additionally, the SC shall advise the client in case of conflicts with the contractor;
• Monitor the project construction activities. Ensure that the quality of the materials/construction is as per the contract agreement. Ensure that the materials are as per the quantity and quality as agreed upon in the contract document;
• Ensure that the project is on schedule and look for options and corrective measures for completing the project on time;
• The SC shall be responsible to issue permit for the advancement of the construction activities and verify running bills raised by the contractor. The SC shall be fully responsible and liable for quantity billing of construction activities;
• The SC shall be responsible for oversight of other site-based project personnel (Overseer, Field Facilitator, etc.);
• Support the management committee in raising equity. Conduct meetings and mobilize the community beneficiary households for their active participation in the project;
• Conduct periodic capacity needs assessment of the stakeholders specifically the management committee and beneficiaries on technical and managerial aspects aimed at ensuring sustainability of RE operation and management;
• Community level projects are prone to conflict. Conflict management is one of the main responsibilities of the SC;
• Ensure a smooth and cordial relation with the beneficiary households. Educate the community on Subsidy Policy, rural energy technologies and its working mechanism;
• Prepare and submit Monthly/Quarterly/Annual progress reports, case studies, success stories, lessons learned, etc.;
• Keep close working relationship with officials of AEPC, SASEC and UNDP and provide information (written and oral) when requested;
• Keep close working relation with officials of Municipality and look for ways on how to involve the officials in the project;
• Keep close working relation with financial institutions who are the investors of the project;
• Ensure GESI issues are considered during construction of Mini Hydro Projects.

Impact of Results:

The work will have impact in ensuring proper construction and supervision of mini hydro subprojects especially pertaining to effective and timely completion of mini hydro subprojects with conformity to desired quality standards.

Required Skills and Experience

Education:

• Bachelor’s degree in Civil Engineering

Experience:

• 3 years of relevant experience in micro/mini hydropower/renewable energy;
• Demonstrated relevant practical work experience in the field of community electrification and hydropower;
• Must be able to conduct layout survey for structure using total station survey equipment and using level equipment;
• Experience in bigger hydropower developed by Independent Power Producers will be an added advantage.

Language requirements:

• Proven ability in English and Nepali

Other requirements:

• Experience in usage of computers and office software packages (MS Word, Excel, etc.) including autoCAD;
• Ability to reside in mini hydro sites in remote areas of the country.
