The Government of Nepal (GoN) initiated the Provincial and Local Governance Support Programme (PLGSP) in July 2019 as the national framework programme to build capacity of Provincial and Local Governments (PLGs) and to strengthen inter-governmental mechanisms (IG) for coordination and collaboration across all levels of Government. The European Union Mission to Nepal is the largest contributor to the PLGSP. As per the PLGSP Financing Agreement between the EU and GoN of March 2020, in addition to the EU basket funding to PLGSP of € 28m, the EU has earmarked a separate budget of € 2 for a complementary technical assistance project: the European Union Support to Inclusive Federalism (EUSIF) project.

The EUSIF Project Objective is to “provide impetus to strengthening the inclusiveness and responsiveness of Provinces and Local Governments to the diverse needs of people, especially women, historically excluded and marginalized groups, and to augment PLG provision of inclusive, good quality and sustainable basic services”. EUSIF will thus complement PLGSP efforts in enhancing inclusiveness, accountability, and sustainability of functioning of PLG systems and procedures with focus on Green, Resilient and Inclusive Development (GRID) approach. The project will engage specifically on PLG capacity for providing quality and sustainable services to all people as well as strengthening people’s voice in inclusive and resilient service design (demand) and on PLG performance accountability and transparency towards realizing people’s rights (especially for historically excluded and disadvantaged groups).

EUSIF Project Output is “Performance of Provincial and Local Government systems and staff is inclusive and responsive to the diverse needs of people, especially women, historically excluded and marginalized groups”. The EUISF Project Results are:

Result 1: Inclusiveness, Community Benefit and Sustainability of Local Government and Ward Basic Services enhanced in line with Green, Resilient and Inclusive Development objectives.

Result 2: PLG data management, monitoring and reporting systems are evidence-based and enable achieving PLG Green, Resilient and Inclusive Development objectives.

Result 3: Capacity of Provincial Centres for Good Governance attuned to PLG Green, Resilient and Inclusive Development and Basic Service Delivery; and

Result 4: Capacity of Local Government Associations enhanced for evidence-based advocacy and representation of Local Government Voice.

EUSIF Project Approach

The Project aims foremost to enrich implementation of PLG systems and procedures for federal institution building and to initiate a multi-stakeholder learning process for accessing and scaling (largely) already available good practices. The Project will therefore (i) work closely within the ongoing federal reform process at Provincial and LG levels, to ensure pragmatic and relevant action in support to PLGs; (ii) capture and translate good practice from multiple sources into the present reality of PLG functioning; and (iii) create an intense collaboration and cross-learning way of working with the Provincial PLGSP TA teams to strengthen and embed overall PLG federalization support efforts. The Project approach is thus aiming to facilitate ‘structural transformation’, ‘leaving no one behind’, ‘systems thinking’ and ‘new cultures and ways of working’. EUSIF will be implemented initially in Karnali as the ‘Pilot-Province’, not only to capture, package and apply good practice and knowledge but also to test and document approaches to embedding such practice and learning within PLG systems and processes and service delivery. Successes from the EUSIF pilot in Karnali will then be scaled through PLGSP and partners into other Provinces.

The European Union funded project will be implemented by UNDP in close collaboration with the Ministry of Federal Affairs and General Administration (MoFAGA) and the Provincial Government of Karnali Province. Coordination and partnership will be established with LGs, PLGSP, LG associations, development partners, projects, (I)NGOs,civil society/community organizations and other stakeholders working at the local level on local governance and inclusive federalism. The total duration of the project is from 1 March 2022 to 31 August 2024.

Project Implementation Structure

The Project Management Unit (PMU) (The arrangement on the location of the PMU and the TA positions will be decided by UNDP in consultation with MoFAGA and the Karnali Provincial Government as part of the start-up of the project.), comprising the PMU staff and TA team, will be based in the UNDP Field Office in Surkhet, capital city of Karnali Pilot-Province. The PIU will be led by the Team Leader cum GRID Advisor, who is responsible for implementation of all project activities and day-to-day management and decision-making for the project, as well as ensuring that the project produces the agreed output and results. The project TA team and support staff based in Surkhet is directly accountable to the Team Leader. For national level liaison and coordination with MoFAGA, EU, other PLGSP donors and further stakeholders, a Kathmandu based Inclusive Governance Specialist will further act as project liaison and coordination officer.

Duties and Responsibilities

The Strategic Planning and Organizational Development Analyst will report to and work under the direct supervision of the Team Leader. S/he will also work closely with PCGG, Provincial Government of Karnali, PLGSP TA team, MOFAGA, Local Governments, UN agencies, CSOs and other national and international stakeholders/ institutions/ projects working on inclusive federalism.
Context

The Provincial Centres for Good Governance (PCGGs) are driving the capacity strengthening of staff and elected representative on new PLG roles & mandates, systems, and procedures, as well as Inter-Governmental coordination mechanisms. PCGGs have logically till now largely focused on establishing their own organization and on providing core functional trainings to elected representatives and public officials, to make PLG systems and procedures operational.

Although this will remain the driving role of the PCGGs and the PLGSP support for years to come, especially considering the impact of periodic elections and staff transfers, there is also a need to integrate more holistically the Constitutional values and functional principles into institutional and organizational capacities of the Provincial and Local Governments and Federalism Governance. This will require a more pronounced systems thinking and change facilitation role and capacity of PCGGs, consciously addressing informal systems to create genuinely inclusive and participatory institutions and processes. This will also require developing overarching institutional change strategies for introducing the GRID approach and especially for e.g., social inclusion and gender.

Project Results

The Strategic Planning and Organizational Development Analyst will take responsibility for achieving project Result area 3: ‘Capacity of Provincial Centres for Good Governance attuned to PLG Green, Resilient and Inclusive Development and Basic Service Delivery.’ The project has a long-term view on the role and capacity requirements of Provincial Governance and Local Governance in relation to people’s agency for their own (asset-based) development and the interdependence of human development with the carrying capacity of the natural environment.
The project will therefore engage with PCGG especially on strengthening strategic and organizational capacities, e.g., for delivering CD services to PLGs which strengthen e.g. (i) PLG institutional capacity and organizational inclusiveness and service-oriented values and approaches; (ii) PLG participatory and deliberative ways of working, beyond PLG internal functional and technical capacities (‘function over form’); and (iii) PLG integration of GRID and specific GESI objectives. The project will e.g., support development of training packages based on identified good practice and scaling approaches (including data/M&E and basic service delivery).

The project will also strengthen PCGG role as knowledge centres (technical, functional, systems) for inclusive federalism and LG and Provincial policy development, decision-making and service delivery.

Key Tasks

  • Support PCGG visioning (within the PCGG Act) towards becoming a centre of excellence, with state-of-the-art resource/training as well as knowledge Centre under the lead and ownership of respective province government. Key entry point will be the mapping exercises implemented at the start of several project areas and the multi-stakeholder project implementation/consultation process, based on which also key capacities required of PLGs will be identified.
  • Conduct a stakeholder mapping exercise of PLG capacity requirements and capacity gaps, including those identified under the mapping exercises conducted under Results 1, 2 and 4, as well as PCGG services required for implementing GRID approach and scaling of good practice including and inclusion and gender transformative practices at the LGs.
  • Develop a (short, mid, and long-term) Organizational CD Strategy and Plan for PCGG service offerings, which beyond traditional methods of learning also include a systems approach to capacity and technological advances, including distance training methods, online courses and mentoring and coaching services.
  • Develop PCGG capacity for assessing training outcomes and for continuous adaptation to evolving CD needs on e.g., planning, monitoring, and procurement.
  • Develop jointly with TA Team the PCGG technical capacity to deliver required GRID responsive CD services.
  • Support development of ToT and LG training packages and manuals for PCGG.
  • Organize inter-provincial PCGG networks and support to organize events and facilitate stakeholder engagement, organize events, and facilitate stakeholder engagement for PLG strengthening.
  • Document Pilot-Province PCGG strengthening approach and develop a PCGG organization capacity strengthening package for roll-out to other Provinces, including roles & responsibilities of PLGSP TA team, knowledge and understanding of GRID and GESI; conduct testing and improvement of package in selected other Provinces.
  • Develop jointly assignments for PLGSP Provincial and LG TA (team), PCGG strengthening assignments in other Provinces, including e.g., visioning, and organizational strategies, and CD Strategy and Plans.
  • Support roll-out PCGG organization strengthening package to other Provinces, through PCGG Committee and PLGSP.
  • Support MoFAGA with assessing the demand, role and responsibilities, and vision & mission, of a possible ‘National Academy for Good Governance (NAGG), which will serve as the secretariat of Federalization in Nepal.

The Strategic Planning and Organizational Development Analyst will also be responsible to support development of the project’s overall Change Management and Capacity Development strategy, as well as to provide technical advice to the TA Team members on shaping and implementing their assignments.

Gender and Social Inclusion (GESI)

  • Develop jointly with TA Team the PCGG technical capacity to deliver required GESI responsive CD services.
  • Support in developing/ strengthening systems and procedures for ensuring an adequate and systematic representation and participation of women, PwD and people from marginalized communities in all CD interventions organized by PCGG and PLGs.
  • Mainstream GESI in organizational and CD strategies, plans, training manuals and tools of PCGG and PLGs and assist in implementation
  • Integrate GESI in mapping exercises, research and studies carried out by the project.

Required Skills and Experience

Education:

  • Master’s degree or bachelor’s degree in Capacity Development, Public Policy/administration, International Relations, Political Science, Law, or any other relevant areas.

Experience:

  • Master’s degree with two years of progressive experience or bachelor’s degree with four years of experience in capacity development, change process facilitation, organizational development, and institutional strengthening preferably within a rural and local governance development context.
  • Knowledge and extensive experience in institutional capacity building of government institutions and professional development of government staff.
  • Experience in establishing and facilitating collaborations with national and international stakeholders/institutions, ministries, CSOs, LG associations, UN agencies and development partners, for synergy building and integrated project/programme deliver.
  • Experience in drafting institutional/organizational/capacity development strategies and plans of government institutions and support in implementation.
  • Experience of working with provincial and local governments will be an advantaged.
  • Excellent knowledge in computer including MS Office (Word, Excel, mail, and Power Point)
  • Extensive experience on mainstreeting GESI in policies, plans and strategies.

Language requirement:

  • Excellent written and oral communication skills in Nepali and English
