Job organizational context

A new Culture and Diversity team is being established in the Office of the Executive Director in New York headquarters (NYHQ). This team will oversee, monitor, coordinate, and support the implementation of all of UNICEF’s efforts to become a more diverse, equitable and inclusive organization both in its programming, advocacy, and partnerships for children, and for its own workforce.

This Social and Behavioural Change Specialist (Diversity, Equity, and Inclusion) will be responsible for ensuring that initiatives on culture and diversity, equity, and inclusion are promoting positive behaviors at all levels. It will entail devising strategies based on the latest research and trends from behavioral science to incentivize and encourage the desired, values-based behaviours by all employees and especially by managers at all levels. The post will have a dual reporting line to the Chief of Social and Behavioral Change Global Team in Programme Group, as well as the Internal Communications Chief in the Division of Global Communications and Advocacy (DGCA).

The position will be based remotely/at home for the first year, with some travel to NYHQ and other UNICEF offices, before being established at a duty station to be determined in the Global South.

The Social and Behavioural Change (SBC) Specialist, Diversity, Equity and Inclusion (DEI) is responsible for ensuring that initiatives on organizational culture (including diversity, equity, and inclusion) are leading to changes in behavior at all levels. Through communication and engagement, as well as the empowerment and participation of stakeholders such as staff, Staff Associations, country and regional offices, Employee Resource Groups, DGCA, and the Division of Human Resources (DHR), the incumbent will promote measurable behavioral and social change/mobilization in support of values-based behaviours. This will subsequently contribute to the achievement of a more respectful, ethical and inclusive culture in UNICEF. The Specialist will provide technical advice and expertise to all DEI and culture interventions from a behavioural change lens and support internal communications on culture and diversity. The Specialist will use their technical behaviour change expertise to support the implementation of the relevant Recommendations from UNICEF’s internal Task Team on Anti-Racism and Discrimination, as well as UNICEF’s broader Organizational Culture work.

How can you make a difference?

1. Support to strategy design, development, and implementation of social behaviour change (SBC) and internal communications activities around culture and DEI

Conduct SBC situation analysis of social, cultural, communication, organizational and other issues in UNICEF: Define priority and influencing groups and conduct analysis to understand main barriers and motivators for SBC interventions; design initiatives using different elements of organization-based SBC initiatives, including awareness raising, incentives, system changes, leadership engagement, training and others; Assess/synthesize qualitative and quantitative information and data to establish evidence-based information for developing and planning SBC interventions on culture and DEI. Provide technical advice to UNICEF offices on evidence-based approaches, strategies and plans of action including SBC interventions to promote behavioral and social change around culture and DEI
Collaborate with, advise and/or consult internal partners and external partners to formulate, produce and test materials to ensure employee engagement and participation, maximum outreach and impact on behavioral and social change across UNICEF offices
Lead the development of two-way, engaging, compelling, omni-channel internal communications materials on culture and diversity such as ICON content, SharePoint content, etc. Recommend/co-create appropriate multiple media and communication format and platforms for internal communications and employee engagement and feedback on culture and diversity. Support and promote values-based inter-personal communications amongst employees

2. Advocacy, networking and partnership building

Identify, build and maintain global partnerships through networking and proactive collaboration with strategic partners, e.g. academia; research and implementing organizations; media and communication networks; to reinforce cooperation and/or pursue opportunities for SBC advocacy to promote UNICEF’s mission and goals for child rights, social equity and inclusiveness.
Collaborate with internal global/regional communication/staff engagement partners, such as the Staff Association, Human Resources, Staff Counsellors, etc., (through existing internal and SBC communications mechanisms/forums) to harmonize, link and/or coordinate strategies and messaging and use of multiple media and communication platforms to enhance SBC outreach and impact
Participate in inter-agency discussions and planning on culture and DEI issues as needed

3. Innovation, knowledge management and capacity building
Implement innovative practices, approaches and latest technology on multiple media and social/digital platforms for SBC that are appropriate/available for DEI issues and the UNICEF employee audience.
Engage in evidence generation and research initiatives that may contribute to improved evidence in SBC practices, document/share best practices and knowledge learned for products with global/local partners and stakeholders.
Contribute to overall monitoring, evaluation and reporting of culture and diversity results/progress, from an internal communications and SBC perspective.

To qualify as an advocate for every child you will have

Education:

An advanced university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field; or a bachelor’s degree combined with additional two (2) years of relevant SBC and/or internal communications experience in lieu of the advanced university degree.

Experience:

A minimum of seven (7) years of professional experience in one or more of the following areas is required: social development programme planning, social and behavioural change, public advocacy or another related area.
Demonstrated wide knowledge and understanding of the latest DEI practices and focus areas is required.
Academic credentials in DEI (degree, certification, courses completed, etc.) are assets.

Language Requirements:

Fluency in English is required, and fluency in another language is a strong asset.
