Organizational Setting
The Position:

Directly reporting to the Gender Based Violence (GBV) Prevention and Response Team Leader, the Project M&E Specialist will lead the implementation of the GBVPR monitoring and evaluation systems including the management of the contract with the Emory University to manage and provide technical oversight to the baseline and end line evaluations as well as the operational research component. S/he will lead the monitoring and reporting function, manage a Junior Professional Officer, and contribute to the capacity building of the GBVPR team and partners on results based management.

Job Purpose:

The Gender Based Violence Prevention and Response Project – Phase II is UNFPA’s flagship project contributing to the third of UNFPA corporate goal of Three Zeroes:
1. Zero unmet needs for family planning;
2. Zero maternal deaths and;
3. Zero Gender Based Violence by 2030
Building on the wealth of lessons and good practices from the first phase of the program, the M&E Specialist is expected to provide technical leadership and strong management to the project’s specialized Monitoring, Evaluation and Learning (MEL) component; leading the monitoring and results tracking of the project and providing inputs for timely course correction and adaptation and building the capacity of the team members for improved results delivery. This entails the management of contract with the Emory University, who shall lead the baseline assessment; operational research throughout the life-cycle of the project and the end line assessment. The Project M&E Specialist will be supported in the day to day, monitoring, reporting and capacity development work by a junior professional officer for M&E.

Main Tasks & Responsibilities
You would be responsible for:

1. Planning, management and quality assurance: Establish and strengthen the GBVPR Project’s M&E systems:

  • Lead the establishment of a robust M&E framework for the GBVPR Project and other projects under Gender thematic areas, engaging all relevant staff to strengthen planning, implementation, oversight and monitoring of work plan activities;
  • Provide technical leadership on RBM and M&E by developing robust M&E tools and mechanisms; institutionalizing the use of M&E tools and plans to enable UNFPA staff and Implementing Partners to effectively guide programme delivery and ensure efficient utilization of funds, but also contribute to course correction and adaptation where required.
  • Quality assure the results framework in relation to the GBVPR Project including other projects under Gender thematic areas and the Country Programme, including the selection of indicators, baseline and targets, means of verification, and evaluability of the programmes;
  • Promote evidence based programming through identifying data and knowledge gaps and the most efficient and effective ways of bridging the knowledge gaps;
  • Establish an integrated database and ensure availability of data to feed into corporate dashboards and monitoring systems, such as GPS and SIS as well as the external reporting requirements;
  • Manage day-to-day M&E activities under the GBVPRII project
  • Organize quarterly M&E review meetings with concerned staff in UNFPA in Kathmandu and UNFPA Regional Coordination Offices (RCO) to review progress, identify bottlenecks and gaps, and bring to the attention of senior management team if any adjustment is required.
  • Establish strong collaborative relationships with other M&E personnel and program teams in the Country Office. Manage, mentor and mobilize an I-UNV M&E Officer.
  • Support design of the next UNFPA Country Programme including the problem and objective analyses, Theory of Change, and results and resources frameworks for Gender/GBV component;

2. Evaluation and Operational Research management and Oversight:

  • Lead and coordinate the design and implementation of the baseline and end line evaluations of the GBVPR and other Projects, as well as the planned operational research activities and follow up on the implementation of all evaluation recommendations;
  • Lead in the procurement of research service providers, in particular the review of technical bids and content
  • Coordinate closely with the research service provider on developing relevant questionnaires, research and monitoring tools and establishment of appropriate protocols as guided by UNFPA evaluation quality standards and procedures;
  • Technical and programmatic facilitation during programme reviews and reports;
  • Ensure availability (including collecting and maintaining) of high quality data for country office annual reports, mid-term reviews and final reviews;
  • Analyze policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Coordinate the knowledge sharing of results, lessons and experiences across programme areas, including follow up on recommendations made and results achieved.

3. Monitoring and Reporting:

  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans, etc. for the GBVPR monitoring plan and annual work plans;
  • Coordinate closely with Provincial Programme Coordinators for accurate results tracking and monitoring at the local and district levels, and ensure data is shared between the provincial and country office teams.
  • Compile and analyze data on project indicators and inform the management, as well as present to the staff on a regular basis to examine progress and challenges.
  • Monitor the progress of GBV projects and ensure quality and timely reporting, both internal and external, by the concerned programme/technical staff through tracking completion of quarterly, mid-year and annual reports, as required;
  • Ensure that high quality and evidence based reports are completed and submitted on time permitting adequate time for internal scrutiny before it is submitted to the donor on the agreed deadline.
  • Support M&E Specialist for the UNDAF M&E Technical Group activities and M&E support to Gender/GBV Thematic teams

4. Capacity Development:

  • Substantively contribute to institutional capacity building on planning, monitoring and evaluation, and develop relevant tools for monitoring and reporting activities in the UNFPA Country Programme for Nepal, in line with UNFPA monitoring and evaluation guidelines and procedures;
  • Provide timely and effective technical guidance on monitoring and evaluation to UNFPA programme teams and implementing partners at the federal and provincial levels, especially towards the development, the implementation and progress tracking of the GBVPR results as per the project results framework
  • Contribute to the teams’ capacity development on M&E based on felt needs.
  • Contribute to strengthening the capacity of national counterparts, especially UNFPA implementing partners, on monitoring and evaluation, costing and programme reporting;
  • Lead the development, harmonization and introduction of corporate monitoring and evaluation tools, modules, working papers and guidance notes for the effective implementation of the monitoring and evaluation systems at the country and provincial levels;
  • Contribute to the improvement of Results Based Management, Monitoring and Evaluation, and strategic information reporting systems in the country office and provincial offices, especially within the programme team

Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience
Education:

Advanced university degree in a social science degree, population, demography and/or other related international development discipline.

Knowledge and Experience:

  • At least 5 years increasingly responsible professional experience in the field of monitoring and evaluation of gender, population and development activities, with experience in programme/ project management.
  • Proven experience in the area of results-based management, monitoring and evaluation, statistics and/or research methodologies;
  • Substantive knowledge and practical experience in monitoring and evaluation in development work; experience in humanitarian rapid assessment, monitoring and evaluation is an asset.
  • Proven knowledge and past experience on database management (including data analysis and presentation) and exposure to research/survey methodologies preferably in gender, population and human development issues;
  • Strong research and analytical skills;
  • Data analysis skills and familiarity with statistical software (i.e. SPSS, Stata) and online data collection tools;
  • Experience with UN M&E systems and tools is an asset;
  • Experience in using Office software packages and web-based management systems.

Languages:

Fluency in English is required. Working knowledge of another official UN language is desirable.
