USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 5-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. This will be accomplished through supporting the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care. Strengthening Systems for Better Health was initiated in January 2018 and will achieve three outcomes:

(i) improving access to and utilization of equitable healthcare services,

(ii) improving the quality of health services at facility and community levels and

(iii) improving health system governance, within the context of decentralization and federalism.

The project is implemented in close collaboration with the Ministry of Health and Population, the Ministry of Federal Affairs and General Administration, provincial and municipal governments, facility and community level health service providers and other key stakeholders. SSBH is implemented in all 79 municipalities of Karnali Province, and in all municipalities of Banke, Bardiya, Dang, Kapilvastu, Rupandehi and Nawalparasi West districts of Lumbini Province.

The Activity is seeking applications from qualified professionals for the position listed below.

Position: Technical Officer- Private Health Sector Engagement

LOCATION: Surkhet, Karnali Province, Nepal

SUPERVISOR: Private Sector Specialist

Reporting to the Private Sector Specialist, the Technical Officer – Private Health Sector Engagement will be responsible to support private sector engagement (PSE)-related interventions as outlined in the project’s work plan. In doing, so s/he will work in close collaboration with SSBH provincial and field-based staff. The position is based in Surkhet, with 40% of time spent on field travel throughout the project’s operational area.

KEY RESPONSIBILITIES AND ACTIVITIES:

Specific tasks include:

• Provide technical and facilitiation support for development and finalization of provincial private health sector policy, strategy and regulatory documents.
• Support development of Standard Operating Procedures (SOPs)/Guidelines for regulating and engaging with the private health sector at municipal level.
• Support efforts to ensure that private health sector contributions and potential are considered annual planning and budgeting at local government levels.
• Collaborate with SSBH Monitoring, Evaluation and Learning (MEL) and Health Information teams to improve and ensure reporting from the private health facilities to the government routine health information system.
• In collaboration with other team members, plan, organize and oversee orientation and training for private health sector providers and owners on relelvant clinical and managerial topics.
• Collaborate with provincial and field-level team members to facilitate public-private dialogue to identify areas for synergy, collaboration and engagement
• Help to ensure wide dissemination of health-related policies, strategies, guidelines and protocols of importance to the private health sector.

Skills Prerequisites:

• Bachelor’s degree in public health, business administration, public policy or other relevant field.
• Minimum of four years’ relevant experience. Experience working in Karnali Province preferred.
• Demonstrated ability in program coordination and experience working with Nepal government agencies, donor-funded organizations, NGOs, and in particular, private health sector entities.
• A sound understanding of the health system in Nepal
• Excellent writing, computer use, management and organizational skills.
• Strong interpersonal and communication skills, initiative, and good judgment.
• Ability to independently plan and execute tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
• Prior experience with USAID-funded projects preferred.
• Willingness to work in Karnali and Lumbini Provinces, with at least 40% time spent traveling to field locations
