TERMS OF REFERENCE

National Consultant to conduct a Value Chain Development(VCD) training to community volunteers under Family Centered Approach in Province 2 and 5.

REPORTING RESPONSIBILITIES

Conduct basic level Value Chain Development (VCD) training to community volunteers and partner staff in province 2 and 5 separately.

LOCATION – Based on Kathmandu, with field visit to Province 2& 5, Nepal

DURATION–Nov-Dec 2020

1.  Background on the project

Strengthening Access to Holistic, Gender Responsive, and Accountable Justice in Nepal (SAHAJ) aims to reduce vulnerability towards different forms of Gender Based Violence (GBV) with increased breaking culture of silence around GBV and increased access to security and justice services. Through a consortium led by VSO with co-lead International Alert (IA); partners Forum for Women, Law and Development (FWLD), Emory University; SAMAGRA; and MAHURI Home, SAHAJ started implementing programs in Provinces 2and 5. Among many Economic Empowerment of women and girls is one of the major activity of SAHAJ project. So far primary actors have developed business plan and started Income Generating Activities based on their skill and scope of the area. Therefore, to make IGA activities successful, it is necessary to sell the products in market and get profit. In this regards SAHAJ project has planned to conduct basic value chain development training to the community volunteers who will later support and mentor primary actors to develop market linkage and make maximum profit. The project envisions that if women and girls are economically empowered, they will be capable to speak against any forms of violence and challenge harmful social norms that perpetrate Gender based Violence (GBV).

2.  Purpose

VSO Nepal is looking for an accomplished and highly motivated national consultant to conduct 5 days basic VCD training in each Province 2& 5. The total number of participants in Province 2 will be max 15 and in province 5 max 20. All the training should be conducted in Nepali language. The consultant will be responsible for designing and developing training package particularly focusing from gender perspective because IGA is led by women(daughters-in-law) and adolescent girls in both provinces.

3.  Objective of this assignment

The overall objective of this assignment is to build the capacity of the community volunteers and partner staff to broaden their vison and improve skill on value chain development approach.  The specific objectives of this assignment are:

  • Develop the conceptual understanding on Value Chain Development Approach.
  • Develop and strengthen a skill on Value Chain Development approach planning, risk identification, mitigation and coordinationprocess
  • Reflect learning and challenges on the existing IGA carried by women and adolescent girls from province 2 and 5
  • Draft the overall value chain development steps and process of the IGA thatsupports women and adolescent girls in project intervention areas.
  • Develop key immediate action plans for rolling out the drafted value chain development steps/process for women and girls in their respective working areas.

4.  Methods and approach

This assignment is expected to be delivered in mixed modality of training and workshop. Thus, participatory, and reflective methods along with few lectures will be used as per need to include theoretical as well as practical sessions. Presentations, lecture, plenary, small group work and discussion, role play, interactions, individual experience sharing can be some of the methods to be used. All the methods should explicitly focus on gender roles of women and girls involved in IGA. The language used should be simple and easy understandable by community volunteers.

5.  Key deliverables

Key expected deliverables of the service provider are:

  • Design and deliver a basic 5 days VCD training package targeting to community volunteers
  • Maximum 10 pages of report covering capacity and gaps, challenges, and recommendations to take forward IGA support to women and girls

The total duration for the consultancy service is 10 days for training (5 days in each province)

Travel days will not be counted, and VSO will organize travel and accommodation according to VSO’s financial policy. The training materials and reference materials are consultant’s responsibility.

6.  Required Skills: – 

  1. Good understanding of local context of province 2 & 5 in Nepal including gender issues related with harmful social norms
  2. At least Master’s degree in Economics, Business Studies, or relevant field
  3. At least 7 years of experience working in economic growth specifically on value chain development approach
  4. Ability to show linkage between gender roles and VCD approach.
  5. Good track record of designing and facilitating market led VCD trainings and workshops
  6. Strong facilitation skills, interpersonal and communication skills
  7. Good understanding of safeguarding issues
  8. Excellent knowledge on approaches for economic growth, private sector development, value chain development, market led approached (Inclusive business)
  9. In depth understanding and knowledge issues related poverty, gender, social inclusion issues in Nepal
  10. Excellent knowledge of current context of development issues of Nepal special federal structure and planning of provincial government
  11. Experience of working on women’s economic empowerment
  12. Excellent analytical and communication skills
  13. Demonstrated publications record, covering research, technical, and policy areas

7.  Consultancy fee for this task: 

Payments of the proposed fees to the national consultants are based upon delivery of the services and products specified in point 5. In performing the service, the Consultant will act as an independent consultant and will not be deemed to be an employee or agent of VSON.

The travel, food and accommodation expenses will be paid on actual basis and arranged by VSO Nepal during district visit as per VSON finance policy. VSON will not provide daily allowance.

The maximum ceiling for this call is NPR 310,000 (Rupees Three Hundred Ten Thousand Only). This cost includes 2 person’s training remuneration and training material cost. Tax will be deducted at source (remuneration).

8.  Schedule of Payments:

The schedule of payment for the work will be as follows:

2 After completion of VCD training in both provinces 2 and 5 and submission of 10 pager report 70% of the contract amount

9.   Application Procedure

Consultancy firms are required to submit the following:

  • Technical proposal which includes objectives and method with detailed timeline.
  • CVs of professional personnel proposed for the project
  • Financial proposal indicating consultancy fee and a breakdown of expenses.
  • Copy of company registration certificate
  • Copy of PAN/VAT registration certificate (Required business PAN registration certificate for individual)
  • Latest Tax Clearance Certificate FY 076/77 or time extension verified letter (MyadThap of FY 076/77) whichever is available.
