OBJECTIVES OF THE PROGRAMME

The objective of the WHO Country Office for Nepal is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector through strengthening health systems under new governance of federalism, recover from emergencies in appropriate and sustainable way. The mission of WHO’s Health Emergencies Programme (WHE) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The specific position will support the delivery of a full range of logistics and operations services for the emergency preparedness and response readiness and post-emergency response surge and recovery activities of the WHO Health Emergency Programme in Nepal.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative and the direct supervision of Team Leader – WHE Programme; in close coordination with other members of the WHE Programme team of WCO Nepal and in collaboration with other team members within WCO Nepal and key external stakeholders, the National Professional Officer – Operations, Support and Logistics will perform the following tasks:

1. Provide technical support to the Ministry of Health and Population, multi-line ministries, UN agencies, external development partners and WHO Country Office for Nepal on optimum preparedness and response readiness to all hazard emergencies through periodic update of health sector contingency plans for earthquake, flood etc. and identification of strategic sites for stockpiling emergency health logistics and medical supplies.

2. Enable WHO Country Office for Nepal with optimum preparedness and response readiness to all hazard emergencies through arrangement of logistics support and management of facilities maintenance, movement of stocks, office consumables and office equipment and reporting on need for replacement/repair of purchase of additional equipment etc.

3. Lead the maintenance of emergency warehouses in adherence to all safety requirements as per the organization’s policy, bringing any issue affecting the safety and security of staff and the warehouses to the immediate attention of the supervisors for remedial action.

4. Support technical focal points of WHE Programme, Ministry of Health and Population and other UN agencies through mobilization of emergency health logistics and medical supplies to effectively respond to public health emergencies.

5. Provide technical and administrative support for the efficient receipt and dispatch of all goods from/to the warehouses, supervising the loading/ unloading operations and the packing of medicines/supplies for dispatch as required. In addition, also ensure all incoming and outgoing supplies are inspected prior to receipt/dispatch.

6. Provide technical and administrative support to the procurement focal point of WHO Country Office for Nepal to ensure that all records are properly maintained for goods received and dispatched, maintain accurate up-to-date inventory of the warehouses including regular physical inventory and produce regular stock reports using computer applications/database.

7. Lead the planning and management of warehouse operations and ensure efficient warehousing and storage of all medical supplies and devices in line with WHO emergency requirements.

8. Lead the distribution of emergency items from the storage facilities to the health facilities in the districts and liaise with officers and other parties for the delivery of emergency items in close coordination with other UN agencies.

9. Take stock of the expiry date of all the medicines in the storage facilities and inform supervisors on the near to expiry items to ensure rapid distribution of medicines for use and avoid wastage.

10. Provide technical and logistic guidance for the establishment of Provincial Health Operation Centres at the province level and Emergency Medical Supplies and Logistics Stockpile Warehouses (EMSLW) in the hub hospitals including their maintenance for effective operation.

11. Supervise and monitor the management of the fleet services for programme and field operations including drivers and vehicle movement and other field transport operations.

12. Enable WHE Programme in preparing contracts related to OSL and supply management; Memorandum of Understanding (MOU) / Service Level Agreements (SLA) with Logistic Partners for the Supply Management at different places. Coordinate and establish partnership with warehouse official(s), Logistic Officers in Management Division and Epidemiology and Disease Control Division (EDCD), Department of Health Services (DoHS) officials and/or other partners to ensure close and effective coordination of logistics response to disease outbreak/disaster emergency incidents.

13. Support the technical focal points of WHE Programme to plan and come up with list of emergency health logistics and medical supplies for the timely procurement and supply of planned emergency items for optimum stockpile at WHO warehouses located in different places in the country.

14. Plan strategically and manage the logistics need on a routine basis of WHO Field Medical Officers deployed at provinces for the surveillance activities and ensure implementation of risks mitigation measures for the safety and security of the field staff.

15. Lead and efficiently preposition, adequate equipment and consumables of good quality to support emergency response operations in time, aiming to reduce the consequences of crises on health systems and populations.

16. Represent WHO at the Logistic Cluster meetings, Health Logistics Supply Chain meetings and any other logistics related meetings.

17. Provide horizontal support to capacitate other member states on request from WHO South East Asia Regional Office through deployment and procurement, installation of country specific innovation on emergency health logistics and medical supplies for optimum preparedness and response readiness to all hazard emergencies.

18. Perform other related duties, as requested by the supervisor, including provision of support to other areas of work and teams or programme areas within the WHE, as required.

REQUIRED QUALIFICATIONS

Education
Essential: University degree from a recognized university in Administration, Management, Social Sciences or related fields.
Desirable
: Advance University degree in any discipline will be an added advantage. Recognized/validated Logistics Training courses, especially in stockpile management, procurement and supply chain will be an advantage.

Experience
Essential: At least one-year experience in the delivery of health logistics support to emergency operations with focus on field operations or project management.
Desirable: Experience in governmental or intergovernmental organizations, institutions or NGOs including deployment experience at international level would be an advantage.

  • Demonstrated operational planning and organizational skills complemented by a thorough understanding of emergency response mechanisms with track record in providing field logistics and operational support for outbreak/response in the context of public health emergencies.
  • Technical expertise; Overall attitude at work is also a required mandatory competency.

REMUNERATION

  • Remuneration comprises an annual base salary starting at NPR 2,353,227 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
