The World Health Organization (WHO), Nepal invites applications from qualified and experienced Nepalese citizens for the position of New Vaccines and Immunization Program Support Officer.

Background

The Immunization Preventable Disease Programme of WHO Nepal (WHO-IPD) has been providing technical assistance to the Government of Nepal mainly in areas of vaccine preventable disease (VPD) surveillance and immunization, for over past two decades. In addition to these areas, WHO-IPD has also supported the government in various emergency responses including the 2015 earthquake and current COVID-19 surveillance and response. WHO-IPD operates through a nationwide network of 15 surveillance medical officers working through 10 field offices managed by a central coordinating office.

WHO-IPD has also provided technical assistance in informing immunization policy through operational research and has provided pivotal support to the National Immunization Programme of Nepal in achieving polio free status and eliminating neonatal tetanus and in controlling rubella, measles, hepatitis-B, Japanese encephalitis and other VPDs.

Objective of the position

New Vaccines and Immunization Programme Support Officer position provides technical assistance to central, provincial, district and municipality levels in all matters related to immunization. Such technical assistance includes but is not limited to capacity building and sensitization of Government, other UN Agencies / NGO and INGOs and private sector in new vaccines introduction and strengthening immunization program.

DESCRIPTION OF DUTIES (TOR)

Under overall guidance of Team Lead – IPD and direct supervision of the Immunization Cluster Lead, the incumbent will perform the following duties to achieve the expected results set out in the Immunization Preventable Disease (IPD) work plan.

Support Immunization Cluster lead to coordinate with Gavi and conduct Gavi related work:

  • Develop applications to Gavi, the Vaccine Alliance, for new vaccine introductions.
  • Develop yearly vaccine renewal requests to Gavi, grant performance framework reporting, vaccine stock reporting and other submissions, through Gavi online Portal. Conduct and develop yearly Joint Appraisals to submit to Gavi.
  • Planning and introduction of new and underutilized vaccines.
  • Give technical support to the Government and partners in Gavi related work and processes including new vaccine introduction and implementation, health-system strengthening, and annual work plan and budget development for immunization.
  • Provide technical support for Gavi support-specific deliverables and requirements.
  • Develop and implement Gavi supported Targeted Country Assistance (TCA) activities. Effectively report on mid-year and end-year milestones to Gavi on TCA activities.
  • Support Immunization Cluster Lead in providing technical support to all advisory and program related technical committees.
  • Support sentinel surveillance of vaccine preventable diseases
  • Provide technical and programmatic support to rotavirus and Invasive Bacterial Diseases (IBD) sentinel surveillance sites to effectively carry out surveillance at respective surveillance sites.
  • Review technical reports and quality of sentinel surveillance. Conduct periodic review meetings of rotavirus and IBD sentinel surveillance in Nepal.
  • Support the sites to conduct post rotavirus vaccine introduction impact studies.
  • Provide other immunization program support
  • Provide technical support to conduct readiness assessment before new vaccine introductions and to conduct post introduction evaluations (PIE) following vaccine introductions.
  • Support routine and supplementary immunization of the National Immunization Program of Nepal.
  • Develop and maintain close working relationship with relevant Government, partners, and hospital staff.
  • Provide technical support for COVID-19 vaccination program of Nepal.
  • Draft Donor reports as required.
  • Perform other duties as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential: Medical graduate from an institution recognized by Nepal Medical Council with valid registration in the Nepal Medical Council / Graduate degree in Western medicine (MBBS or equivalent) from recognized college or university.

Desirable: Masters or Post graduate qualification in one or more of the following disciplines or allied disciplines would be considered an asset: Paediatrics / Community Medicine / Public Health / /Epidemiology / Health policy / Global or International Health.

Experience:

Essential: At least four years’ experience in Public Health or related work at Provincial / National Level.

Desirable: Experience working in WHO/UN or in the NGO/INGO sector at National Level would be an asset. Demonstrated experience in immunization policy and programme, new vaccine introduction and Gavi related programmes and processes would be considered as an asset.

Functional Skill and knowledge:

Good interpersonal skills, able to work as a team member in a multi-cultural environment. Ability to travel within the country and to perform practical hands-on field work. Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and also to coordinate with the GoN agencies. Good knowledge in vaccine, immunization and surveillance sector. Very good analytical skills including ability to collect and analyse technical data and information and to draw and present conclusions in written and spoken form. Very good writing skills in English and Nepali, including ability to write clear and concise progress reports, analytical reports, plans and proposals.

Other Skills:

  • Proficiency in Microsoft Office: word processors, spreadsheets and other data processing, presentation programmes, Outlook and Internet and email is essential.
  • Proficiency in Statistical / Epidemiological Analysis software desired.
  • Able to follow instruction and work independently would be an asset.

REMUNERATION:

Monthly Salary: (Net of tax) NPR 239,245.00 (Grade: SSA Level IX) at single rate (taxable as per Nepal Government laws and functional modality will be through Special Services Agreement)

Duty Station: WHO-IPD Central Office (Kathmandu)
