Agreement (SSA)
Note: The purpose of this vacancy notice is to invite qualified professionals with relevant expertise for the above mention position under SSA contract for inclusion in a roster of experts for possible short-term assignments which may arise from time to time at the WHO Health Emergency Programme (WHE), Nepal.
PURPOSE OF THE POSITION
To provide technical support to the Ministry of Health and Population (MoHP), Government of Nepal and partners to strengthen Risk/Crisis Communication and Management needed for multi-hazard Emergency Risk Management (ERM) in the Health Sector through addressing prevention, risk reduction, preparedness, readiness, response and recovery components in line with the national health sector ERM and health security (HS) strategies and facilitate the discharge of the critical functions of the WHO Nepal, Incident Management System for COVID-19 response.
Eligibility to the roster and subsequently eligibility for contracts will depend on candidates meeting the minimum requirements for the positions, the terms of references of the assignment, qualification and years of experience in the relevant field and the scores achieved in test and interview.
SUMMARY OF ASSIGNED DUTIES
Under the overall supervision of WHO Representative and Team Leader – WHO Health Emergencies Programme; in close coordination with the relevant Technical Officers/ IMS Pillar Leads and National Professional Officers of the WHO Health Emergencies Programme of the WHO Country Office for Nepal, the Risk/Crisis Communication and Management Assistant (R/CCM) will perform the below functions:
1. Provide technical assistance to WHO Health Emergency (WHE) Program, Nepal to assist the Ministry of Health and Population (MoHP) in the establishment/strengthening of an Emergency Management System /Emergency Operation Centre (EMS/EOC) network for multi-hazard emergency management that includes staffing, defined roles/responsibilities and resources for key functional areas such as:
1.
a. Identifying, planning, designing, developing and maintaining communication products, including databases, for proper monitoring, alert and response to multi-hazard events.
b. Data collection, analysis and utilization of data in emergencies to improve capacity to detect, prevent and respond to health hazards
c. Producing customized reports and providing other timely information to supervisors, health partners and donors as required on multi-hazard emergencies
d. In cooperation with relevant associates and with consent from identified supervisor; validate the relevant information, communications, advocacy products and statements to the public.
e. Media monitoring of emergency health communication products to support quality and evidence-based implementation, identify bottlenecks and potential problems for crisis resolution.
2. Strengthening health response communication mechanism as part of prevention; disaster preparedness; emergency health response including the full spectrum of public health-related capacities
3. Support partners, UN agencies, international, governmental and nongovernmental organizations/institutions, to:
a. Assess and map existing and emerging communication risks in the country and prepare a national risk profile based on standard risk assessment methods.
b. Assess communication media, channels and platforms in health emergencies, assist in developing and delivering communication products that would help to prevent and respond public health emergencies.
c. Assess capacities for emergency management, including preparedness and response readiness, and support the effective implementation of the Health Emergency Response Plans
d. Review the Health Emergency Response Plans for appropriate public health actions, including the development of contingency plans for specific high priority risks
e. Assess and Identify resources utilized and mobilized by the government and the partners for the overall health sector resilience to multi-hazard emergencies
4. Support for the development of the technical guidelines and SOPs for health response operations during emergencies/disasters
5. Support coordination of health response in emergencies through development of communication tools that ensure rapid and efficient response to health needs in emergencies.
6. Maintain effective partnerships with all emergency operations stakeholders to exchange critical and technical information and resolve program/project implementation issues to ensure results are achieved as planned
7. Support innovation in the area of emergency health response interventions.
8. Participation in the implementation of the organization’s activities in joint response interventions during disaster and public health emergencies as required and delegated
9. Perform other related duties as assigned by the Team Leader – WHE Programme and WHO Representative

EDUCATIONAL (QUALIFICATIONS)
Essential:
G-4: University degree in Business Administration, Management, Social/Behavioral Sciences/Public Health/ Crisis Management, Information and Technology, Allied Health from a recognized/accredited institution.
G-5: Advanced University degree in Mass Communication, Information and Technology or Business Administration/Management, Crisis Management from a recognized institution.
EXPERIENCE:
Essential:
G-4: At least 3 years of relevant experience in the area of above mention disciplines.
G-5: At least 5 years of relevant experience in the area of above mention disciplines.
Desirable: Field level operations, community engagement with deployment experience for emergency in international organizations would be an asset.
OTHER SKILLS
G-4: Good knowledge of computer applications and software including MS Office applications (specifically excel, word and ppt.). Ability to coordinate with the government, manage projects, build partnerships with multiple partners in the context of health emergencies.
G-5: Excellent interpersonal skills, tact, discretion and diplomacy. Ability to effectively work with government, development partners/donors and collaborating agencies. High level of technical expertise and excellent overall attitude at work. Adapting to change effectively.
