BACK GROUND

WFP Nepal’s Country Strategic Plan (CSP) 2019-2023 has been approved by the WFP Executive Board in its session of November 2019 and it has become effective from 1 January 2019. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development).

The five Strategic Outcomes (SO) are:
SO 1: affected populations in Nepal have timely access to adequate food and nutrition during and in the aftermath of natural disasters and/or other shocks.
SO 2: Food Insecure people in targeted areas have improved nutrition throughout the key stages of the life cycle by 2025.
SO 3: Vulnerable communities in remote, food-insecure areas of Nepal have improved food security and resilience to climate and other shocks by 2030.
SO 4: The Government of Nepal has strengthened capabilities to provide essential food security services and respond to crises by 2023.
SO 5: Government efforts towards achieving Zero Hunger by 2030 are supported by inclusive and coherent policy frameworks across all spheres of government by 2023.

JOB PURPOSE
To provide admin and operational support to implement policy and programme activities to meet WFP Nepal Country Strategic Plan (CSP) 2019-2023 and beyond. To deliver a range of routine business support tasks, to ensure that staff are effectively supported.

The job holder will work under the supervision of Admin and Finance Assistant based in Surkhet, receiving guidance and regular feedback from Head of Field Office, Surkhet, Finance Officer, and Administration Officer, in the CO Kathmandu.
S/he will work closely work with the Admin and Transport Unit in Surkhet and in Country Office as well. The staff member will be based in Surkhet Field Office.

KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall supervision of the Head of Field Office and the direct supervision of Admin and Finance Assistant in the Field Office, the incumbent will be responsible for following tasks:

  • Provide a set of standard admin and finance related support activities, where required, to contribute to the effective functioning of business operations.
  • Assist in arranging meeting, workshops and trainings at the Field Office level in line with administrative policy and procedures; take meeting minutes and circulate to concerned staff.
  • Assist Administrative & Finance Assistant (AFA) to make travel arrangements in line with administrative rules and procedures including air ticketing and vehicle management including monitoring of vehicle/staff movement.
  • Maintain travel log book regularly.
  • Draft routine correspondences and translate simple official letters as and when required.
  • Handle in-coming and out-going correspondences and maintain a log book/ office register.
  • Respond to routine queries received and escalate where appropriate, to provide a timely and accurate service to clients.
  • Support the maintenance of office files, documents, and records in accordance with established systems and processes so that information is organised and readily available for staff.
  • Ensure telephone registers of all telephone lines are regularly maintained and personal calls are charged to the concerned staff.
  • Assist Admin & Finance Assistant on financial transactions as per WFP policy under a close supervision.
  • Support in preparing salary request as required, petty cash, and cash forecast during absence of Admin & Finance Assistant and daily attendance update.
  • Provide support on admin/finance/HR/ICT related works during absence of Admin & Finance Assistant as required.
  • Other admin and finance related support as assigned by Admin Finance Assistant/Head of Field Office.

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. Higher education (Bachelor’s degree) is preferred

Language: Fluency in both written and spoken English and Nepali Languages.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
At least 3 years of experience in general administration, administrative tasks related to financial and human resource, coordination within team, emergency assistance, and/or operational sides of food assistance or relief operations;

OTHER SPECIFIC JOB REQUIREMENTS
Knowledge & Skills:

  • General knowledge of office management systems and procedures.
  • Ability to use standard office equipment such as photocopiers and scanners.
  • Knowledge of standardized business support work routines and methods.
  • Knowledge of standard office software packages, e.g. Microsoft word.
  • Uses tact and courtesy to give and receive information with a variety of individuals.
  • Good attention to detail in order to identify date discrepancies.
  • Ability to work to deadlines and follow clear instruction.
  • Nepali Typing skill is an asset.
  • General knowledge of UN system policies, rules, regulations, and procedures in the area of work is an advantage.
