ORGANIZATIONAL CONTEXT

After successfully implementing the Emergency Preparedness and Response (EPR) project phases I and II, WFP is implementing EPR project phase III from 1st July 2022. The duration of the project is 21 months (July 2022 – March 2024). The project aims to strengthen Nepal’s emergency logistics capacity at federal and provincial levels.
The main focuses of the EPR project phase III are to establish HSA at Pokhara international airport, implement HSAs transitioning activities and integration of the EPR training curricula in the three government security forces’ disaster training schools.
The EPR project phase III has four key components: i) logistics infrastructure, ii) data preparedness for response, iii) capacity strengthening and iv) data monitoring, information management and reporting.
In order to implement the project activities, the project has all the staff except for staff responsible for planning and implementation of data monitoring, information management and reporting activities. This is one of the key staff members, who is responsible for maintaining all the project level database and preparing the donors’ reports. The position is vacant since 1 December 2022. Therefore, the EPR project would like to hire a staff member to lead the data monitoring, information and reporting component of the project urgently.

JOB PURPOSE

To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities. To perform specialized and standardized monitoring of EPR project activities, achievements, outputs, risks and challenges in consultation with WFP’s M&E Unit, provide performance updates to the EPR project manager to support operational decision making and timely submission of progress reports to donors in consultation with the External Relations Unit.
The incumbent will be responsible to collect EPR related information and data, perform basic analysis and prepare various EPR related project reports. The job holder will work under technical guidance of the WFP Monitrong Review Evaluation (MRE) and External Relations units.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Supply Chain & EPR and direct supervision of the EPR Project Manager, the incumbent will be responsible for the following tasks:
Data monitoring:

  • Collect data on activities, achievements, outputs, risks and challenges from each EPR project pillar, conduct analysis and prepare reports in accordance with the project logical framework, WFP corporate guidance and donors’ requirements.
  •  Monitor and update the EPR project annual work plan, milestones, indicators, risk register and contribute to risk analysis and mitigation measures.
  • Work and exchange information for internal EPR counterparts to support effective collaboration, project implementation and monitoring of ongoing project activities.
  • Conduct Emergency Preparedness Capacity Index (EPCI) workshop in the provincial headquarters to assess the emergency preparedness and response capcity of the provincial governments. Compile and analyze the data collected to prepare a report and share the same with the donors, relevant stakeholders and the provincial government.
  •  Support M&E Unit by preparing WFP’s annual reports (Standard Project Report’s) and ensure a coherent approach to monitoring and evaluation and data analysis.
  • In close coordination and support from M&E Unit, conduct a User Satisfaction Survey (USS) annually to measure and analyse the level of satisfaction of users with respect to four key components of EPR project facilitaed by WFP and suggest improvements to the project manager.
  • Conduct project orientation to brief the relevant stakeholders of the PHSA and MHSA locations about the EPR project and it’s activities.
  • As part of emergency preparedness, collect stockpile information from the National Logistics Cluster members to preapre a mastersheet for sharing with the MoHA, UNRCO and cluster members.
  • Maintain all the information in U drive in an appropriate filing system in line with the WFP’s corporate filing procedures.

KEY ACCOUNTABILITIES continued

Information Management (Logistics cluster):

  • Information management activities in support of WFP’s responsibility as co-lead of the National Logistics Cluster and Logistics Cluster lead (such as cluster meeting minutes, updating contact lists, sit-reps during emergencies).
  • Autonomously prepare IM products and reports in line with WFP format and adapt – whenever required – to specific formats requirements.
  •  Liaise with the National Logistics Cluster members and national counterparts to gather information for the production of timely sitreps and infographics.

Reporting:

  • Liaise with External Relations Unit to ensure a coherent approach to internal and external communication, contribute to press releases, success stories, media events and communication activities as needed.
  • Prepare EPR project progress reports for Donor(s) (Monthly, Quarterly and Annual Reports) and WFP Corporate reports (e.g. Executive brief, country brief, supply chain bulletin, one-pagers) in coordination with External Relations.
  • Prepare and dessiminate various types of EPR project promotional documents to the donors, Government and other stakeholders.
  • Update the EPR project communication plan to prepare a clear guideline regarding information management that defines what information is essential for the project, who is responsible to receive and disseminate what and to whom (to the key internal and external stakeholders).
  • Any other duties as and when required by the Emergency Preparedness Project Manager.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Bachelor’s degree in relevant field (such as business administration management, disaster management, social science, logistics) is preferred.

Language: Fluency in both written and spoken English language.
