JOB PURPOSE
The survey manager is responsible for managing the external or independent survey/evaluation process commissioned by WFP Nepal in accordance to the WFP’s Evaluation Policy, Evaluation Charter and Evaluation Strategy as well the United Nations Evaluation Group norms and standards. The survey manager will execute the survey/evaluation in line with three evaluation principles of independence, credibility and utility.To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of Head of Monitoring, Review, Evaluation Unit, the incumbent will be responsible for the managing the survey in all phases and will act as the main contact point in WFP for the survey team leader throughout the survey process. As such the survey manager will be responsible for:
General:
- Assist head of MRE for strategic planning and design of the MRE function
- Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, and developing innovative, user-friendly and informative products.
- Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
- Support monitoring, evaluation survey design, tool development, data analysis and overall survey management.
- Ensure all evaluation design, execution and dissemination of the findings are done in close consultation with program unit, GoN and NGO partners.
- Support the capacity building of WFP field offices and implementing partners to produce quality MRE reports through designing and facilitating report writing training.
Specific to evaluation:
1. Plan the surveys
- Identify the type of survey and its scope in line with project proposal
- Prepare the survey budget and the timeline
- Link it with monitoring plan
- Convenes, for the chair, the evaluation reference group and evaluation committee as applicable
- Identify the roles and responsibilities
2. Prepare for the surveys
- Draft the Terms of Reference (ToR) in coordination with MRE KM unit, respective program units of WFP and circulate them among stakeholders to engage them on the process, collects the inputs, revise the ToR, responds to inputs that is not taken onboard and produce the final version of the ToR and have approval from Head of Monitoring, Review, Evaluation and Knowledge Management Unit
- Oversees the selection of the research firm for executing the survey. Select trustworthy, competent and independent-minded research firm with the appropriate mix of experience, expertise and competencies, and with an appropriate diversity in gender, ethnicity, religion and language.
- Prepare a document library including those used as sources of information for draft TOR to ensure that all relevant data sources are available for the survey team in an organized manner
- Prepare a communication and learning plan to ensure that the survey results will be sufficiently communicated and made accessible to all relevant stakeholders, internal and external
3. Inception phase
- Organize orientation to the research firm
- Facilitate inception meeting between research firms, program units, partners and relevant stakeholder.
- Facilitate review and finalization of the inception report prepared by the research firm and organize the inception workshop
4. Data collection
- Oversees the data collection process to ensure it is in accordance to the agreed data collection protocol.
- Facilitate end of Field work debriefing/s
5. Analyze data and report
- Facilitate review of preliminary data and draft report engaging MRE KM unit, respective program units and circulate them among stakeholders to engage them on the process, collects the inputs, responds to inputs that is not taken onboard and produce the final version of the report and have approval from Head of Monitoring, Review, Evaluation and Knowledge Management Unit
6. Others
- Takes responsibility for the administrative and logistical needs of the evaluation
- Comments on and quality assures the evaluation products in compliance with Decentralized Evaluation Quality Assurance System (DEQAS) where applicable. This includes submission to the DE quality support services;
- Submits final, quality assured TOR, inception and survey report for approval of the CD/DCD;
- Facilitate/support the development of a management response and dissemination of the survey report and its findings.
- Provide support on CSP review and other monitoring survey design, report writing, and business development as required.
- He also needs to visit the WFP programme implementation areas as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Agriculture, Education, Economics, International Development, or related field from a recognized university.
WORK EXPERIENCE
Essential: A minimum experience of managing at least five evaluations at national and international levels in the field of education, nutrition, food security, livelihood and climate change.
Desirable: Experience managing survey for UN agencies.
