BACKGROUND AND JOB PURPOSE

Food and nutrition security analysis is the basis for the design and implementation of all WFP operations including Country Strategic Plans (CSP) and emergency and resilience building programmes. Prior to the design of any intervention, WFP undertakes an analysis of the food and nutrition security as well as market situation which informs Governments’ policies and programmes and the wider humanitarian and development community’s planning, programming and fundraising. The purpose of the job will be to lead the Vulnerability Analysis and Evidence Generation Unit in WFP Nepal, including advancing efforts with the Government of Nepal, United Nations agencies and knowledge partners including research and academic institutions to (1) lead the food security, nutrition and market monitoring and analysis system in the Country Office and contribute to the Vulnerability Analysis Mapping (VAM) evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency). (2) strengthen the capacities of national and local authorities to prepare for and respond to food insecurity and emergencies (3) Produce evidence and standards related to targeting and prioritization of geographic locations, households and individuals in need of assistance (4) and utilize the latest science and technology to inform the design, implementation and monitoring of food security and nutrition programmes.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall leadership of the Deputy Country Director and direct supervision of the Head of Programme, the candidate will be accountable for the following major functions:

  • Lead and oversee all of WFP Nepal’s analysis and evidence generation work, including regular household surveys (support on sampling design, questionnaire, data cleaning and analysis, visualization, report writing and dissemination) and take responsibility and produce high-quality strategic and analytical reports on food security and nutrition in Nepal (situation reports, concept notes, in-depth analyses).
  • Lead and oversee the regular collection of regular / monthly market price data collection and design mechanisms to expand the scope and frequency of market price monitoring.
  • Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of evidence and vulnerability analysis and mapping (VAM) products in a manner that complies with WFP standards and processes
  • Manage and / or conduct food security, nutrition, markets and resilience assessment and analysis and prepare timely reports on in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  • Represent WFP in various cluster and technical working group meetings for food security, agriculture, statistics and disaster preparedness and contribute to technical discussions, exchange of knowledge and experience, and provide recommendations and suggestions on appropriate interventions (based on evidence) and identify areas for potential collaboration.
  • Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes. Provide coaching and guidance to up to 10 VAM staff as required to high performance. Guide and oversee the annual and work planning and review sessions in-line with the country office’s and corporate standards.
  • Make sure gender, disability and social inclusion (GEDSI) is incorporated across all analysis and evidence generation work to ensure equal participation of women and men.
  • Contribute to policy, advocacy and position papers for food security and nutrition embedded in Nepal’s national frameworks and policies and fully aligned with the 2030 agenda’s goals. Provide oversight and contribute to the Country Office’s food security and nutrition policy engagement with the Government of Nepal to ensure proper implementation of the Food Systems agenda and the Right to Food Act.
  • Support Country Director and Deputy Country Director in producing high-level policy concept notes, summaries and thought documents for interagency coordination on food security and nutrition policies. Regularly brief and advise senior management on national food security policy updates, legislation and government planning.
  • Perform other duties as assigned by immediate supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Policy, Health / Nutrition, Geography or other relevant field. Technical qualifications in information management, database systems, web- based applications and related field are strongly preferred.

Language: Fluency (level C) in English language is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum of 5 Years of postgraduate progressively responsible professional experience in food security, vulnerability analysis, or a closely related area, such as food security information management systems.
  • Experience in leading surveys, multiple assessments in countries, including survey design, data collection and analysis.
  • General knowledge of UN system policies, rules, regulations and procedures is highly desirable.
  • Experience in early warning and remote sensing and familiarity with GIS and similar applications.
  • Experience in monitoring and evaluation with a background and interest in the analysis of socioeconomic issues and related policy matters.
  • Experience in statistical analysis and mapping software like SPSS, STATA, etc.
  • Experience with quantitative and qualitative survey techniques.
  • Experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, and reporting findings to senior management.
  • Experience in the design and implementation of WFP programmes focusing on food and nutrition security as well as Cash Based Programmes (CBT), Forecast Based Financing /
  • Anticipatory Action and broader social protection programmes.
