The World Health Organization (WHO), Nepal invites applications from qualified and experience Nepalese citizens for the position of Finance and Admin Assistant.

Objective of the position:

The purpose of the position is to provide financial support to central Office of the WHO Immunization preventable Disease (WHO-IPD) program. The incumbent will report to the Budget and Finance Associate.

DESCRIPTION OF DUTIES (TOR)

Under the direct supervision of Budget and Finance Associate (BFA) and overall guidance of Medical Officer (MO-EPI) & Team lead IPD, the incumbent performs following duties:

1. Fiscal due diligence

  • Verifies the accuracy and appropriateness of statements of expenditures, their supporting documents, travel claims, Fund Replenishment Requests and imprest accounts submitted by Field Offices and implementing partners on completion of contracts.
  • Provides support to Administrative and Finance Assistants in IPD field offices and reports any financial irregularities to Budget and Finance Associate.
  • Verifies payment requests against bills and documents for supplies and equipment in country activities, travel, accuracy and appropriateness of calculation of per diem and assist BFA to prepare payment instruction.

2. Budget

  • Assists BFA in budget estimation of regular office (Central and Field Offices) expenditures including surveillance expenses, processes for VAT refund and processes VAT invoices for payment to GSC and Technical Cluster leads in budget estimation of APW/DFC/DI/IPO etc.

3. Monitoring

  • Maintains and monitors the APW/DFC/DI/IPOs and coordinate with relevant NPOs on timely submission of technical and financial reports of APW/DFC/TSA/DI/IPOs. Monitors DI and IPO expenditures, alerts BFA of PO balances and assists BFA to top up/create fresh IPOs or DIs.

4. Communication

  • Assists in preparation of routine correspondence relating to bank transfers, approval of APW/DFC/DI/IPOs for in-country activities, training courses and meetings.

5. Training

  • Assists BFA in training and briefing staff in the Central office and in Field Offices, on the planning and implementation of improved financial control systems and related procedural changes.

6. Administration

  • Assist in planning, preparation and conduct of IPD meetings,
  • Ensure proper filing of documents
  • Ensure bank signatories are up to date.

7. Performs other duties as assigned or as required.

REQUIRED QUALIFICATIONS

Education:

Essential: Completion of higher secondary school education or equivalent with recognized university
Desirable: Bachelor’s degree in Business Administration / Business Management / Business Science with major in Finance, Budgeting and Accounting

Experience:

Essential: At least three years’ experience in finance or similar functions in major organization
Desirable:
1) Experience in International accounting system
2) Demonstrated experience in office correspondence would be an asset.
3) Managing field office will be an asset.

Functional Skill and knowledge:

  • Through knowledge of corporate office procedures and practices; the incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure.
  • Ability to handle work in a timely and accurate manner with tack and discretion, as required.
  • Ability to maintain and update knowledge in the use of office technology through in-house courses, or-the-job training and/or self-training.
  • Ability to generate options, decide, prioritize, execute and multi-task under pressure.
  • Ability to effectively work with government, development partners and collaborating agencies.
  • Overall attitude at work is also required mandatory competencies.
  • Good writing skills in English and Nepali, including the ability to write clear and concise reports and proposal.

Other Skills:

Proficiency in Microsoft Office: word processors, spreadsheets and other data processing, presentation programmes, Outlook. Able to follow instruction and work independently and fluent in English and Nepali typing would be an asset.

REMUNERATION:

Monthly Salary: (Net of tax) NPR 97,279.00 (Grade: SSA Level V) at single rate (taxable as per Nepal Government laws and functional modality will be through Special Services Agreement)

Duty Station: WHO-IPD, Central Office, Kathmandu
