OBJECTIVES OF THE PROGRAMME

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Ministry of Health and Population (MoHP), Government of Nepal (GoN) in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy technical forums.The WHO Health Emergencies Programme (WHE) supports the MoHP, GoN to direct and co-ordinate and rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard emergencies and disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through prevention risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.Within this framework, Administration’s objective is to facilitate programme deliverables by providing timely managerial and administrative services to programme delivery collaborators, staff in all aspects of administrative and financial operations including budget and finance, human resources, procurement, travel, ticketing and transportation, logistics, building management, safety and security of staff, information technology including GSM operations, telecommunications and protocol. Furthermore, to provide accurate guidance, information and practices that leads to risk identification and mitigation for full compliance and accountability with the Organization’s established rules and regulations.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative and the direct supervision of Team Leader – WHE Programme; in close coordination with other members of the WHE team of WCO Nepal and in collaboration with other team members within WCO Nepal and key external stakeholders, the National Professional Officer (Admin-WHE) will perform the following tasks:

1. Manage the full range of administrative and operations functions in support of WHE Programme including planning; budget and finance; human resources; procurement; ticketing, travel and transportation; staff safety and security and telecommunications.

2. Adapt and implement procedures, in compliance with existing policies and Standard Operating Protocols, for the administration, monitoring, control and evaluation of human, financial and material resources management cycles.

3. Support technical focal points of WHE Programme to effectively manage budget planning, allocations and awards; track and report on resource gaps; support, monitor and report on budget implementation in compliance with WHO rules, emergency SOPs and Delegation of Authority.

4. Monitor and analyze financial and physical performance, prepare briefs and analytical reports, recommend actions and advise technical staff on budget management and implementation of planned activities, identify risk, develop implement and monitor risk mitigation measures, bottlenecks and correctives through the effective use of WHO business intelligence mechanisms and tools.

5. Support the technical focal points of WHE team for the development of proposals to mobilize resources by formulating general and specific budgetary estimates for the identified activities as per WHO and donor norms; and ensure compliance with the WHO partnership frameworks including with non-state actors (FENSA).

6. Provide administrative support in the implementation of donor funded projects, monitor, follow-up and ensure timely reporting to donors; regularly monitor encumbrances, facilitate timely and rule compliant payments to suppliers and vendors for effective liquidation to ensure financial performance in line with donor agreements.

7. Provide administrative support to WHE field operations:o Closely monitor financial planning, management and proper reporting of available funds.o Provide support on all HR actions and travel to field personnel and missions.

8. Provide managerial and administrative oversight for organization of meetings, workshops, seminars, conferences and other events in line with event management quality benchmarks established by the WHE team of WCO Nepal.

9. Actively oversee and manage requisition of goods and services required to support WHE Programme interventions, participating in local contract review committees and ensure best value for money in procurement practices as per the delegated authority.

10. Coordinate with Security Focal Point of WCO Nepal and the United Nations Department of Safety and Security (UNDSS) to ensure the safety of WHE Team at central office and field including the responders, eSRM (Security Risk Management) compliance, timely report on security related incidents, disseminate security and travel advisory information and arrange security briefings and training of staff.

11. On behalf of the Team Leader – WHE Programme coordinate the review and updating of; and organize regular team specific and office-wide capacity building activities for the effective implementation of the WCO Business Contingency Plan (BCP) for Emergencies as it relates to prioritized hazards / risks with adverse health impact.

12. Perform any additional duties and discharge any additional responsibilities assigned by the Team Leader – WHE or the WHO Representative as needed.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in business management/administration, operations, commerce or accounting or other development sectors from an accredited/recognized academic institution.
Desirable: Training in Human Resources, accounting, operations, finance, monitoring and evaluation. Advance University Degree in business management/administration or development sectors would be an asset.

Experience

Essential: – At least one-year experience in managing a wide range of administrative, financial services and human resource management work..
Desirable: Relevant working experience for more than one year in an international organization; working knowledge of managing administration in a humanitarian situation would be an asset.

1. Thorough knowledge of administrative, financial, and management theories and principles, procedures and their application.2. Excellent time management and multi-tasking skills and the ability to work independently.3. Ability to represent the Organization in dealing with Government, UN agencies and other development partners on operational and management issue.4. REMUNERATION

Remuneration comprises an annual base salary starting at NPR 2,353,227 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
