Overview of the programme
The Ministry of Health and Population is scaling up people-centered NCD services through expansion of Package of Essential Noncommunicable (PEN) Diseases for early detection and management of NCDs, and mental health services nationwide in an incremental manner. These services need to be built with a strong focus on primary health care to ensure provision of people-centered, comprehensive, integrated and equitable care. The specific objective of this SSA contract is to provide technical and coordination support at the provincial and local levels; build capacity of health care teams for integration of NCD and MH services to ensure continuity of care for essential services during the COVID-19 pandemic and to restore the health services and build back better.
The SSA will contribute towards strengthening prevention, screening, early detection, management and long-term care services across continuum of care with entry at the primary health care. In addition, SSA will support the provincial and local health offices in multisectoral response for NCD prevention and control, planning, budgeting, joint reviews of the signature programmes.
Descriptions of Duties:
Under the overall guidance of the WHO Representative and the direct supervision of the Team Leader (NCD), the incumbent will perform the following specific tasks till December 2021:
1. Strengthen integration of NCD and mental health service delivery in close coordination with health authorities at the province and district levels
- Conduct training of trainers and service providers training on NCDs and MH packages among health care teams through on site and online modalities at central, provincial and local level
- Set up systems for onsite and online coaching of care facility teams to provide team-based care, coordinated referrals and counter referrals for people-centered care
- Provide supportive supervision of NCD and mental health services through onsite and online modalities
- Liaise with central, provincial and local governments for year-round supply of NCD and MH-related core medicines and supplies.
2. Support health authorities to implement multisectoral NCD response
- Organize meetings, advocate and coordinate with partners at the province and local level to implement health promotion and risk reduction activities including support to strengthen NCD and mental health services
3. Documentation and reporting of NCD/ MH services and multisectoral NCD response
- Facilitate annual work planning and alignment in building people-centered NCD/ MH services
- Support in conducting joint programme reviews
- Assist timely recording and reporting of PEN services from the health facilities to routine health information system
- Prepare quarterly monitoring reports
- Document the lessons learnt provide feedback to improve NCD and MH services.
4. Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.
QUALIFICATION
Education:
Essential: University Degree in Medicine
Desirable: A degree in public health
Experience:
Essential: At least 4 years of experience in of health service delivery with grassroot experiences on health service delivery including NCD services.
Desirable: MTOT on PEN and mental health services with prior experience on managing and delivery of primary health care services will be an asset.

- Ability to effectively work with government, development partners and collaborating agencies.
Other Skills (eg IT):
