Terms of Reference

Background

Nepal, with promulgation of new constitution in 2015, became a federal state, and accordingly three governance levels: the federal, the provincial, and the local are created. The country, in the new setup, is administratively divided into seven provinces, seventy-seven districts and 753 municipalities. The healthcare delivery is through a network of tertiary, secondary and primary care facilities in addition to a sprawling private sector hospitals and pharmacies.

The WHO Country Office (WCO) Nepal is committed to provide technical assistance to MoHP, Nepal, in achieving universal coverage to Sexual and Reproductive Health Services and Rights (SRHR) in the country. In this endeavor, a time bound project, encompassing the Health System Strengthening (HSS) approach, is being implemented to ensure access to comprehensive package of SRHR by the women and girls in the country. The comprehensive package of SRHR services includes quality services for family planning, safe abortion (as per the national law) and post abortion care (including post-abortion family planning and management of the consequences of abortion).

The overall goal of this project is to support the Ministry of Health and Population (MoHP) in achieving universal access to sexual and reproductive health care services (SDG 3.7); to achieve universal access to sexual and reproductive rights (SDG 5.6); and to reduce maternal mortality (SDG 3.1) in Nepal.

Specifically, in the above context, the WCO Nepal is taking measures, including inter-alia establishing the position of Provincial SRHR Officer to support health sector in the province. In summary, s/he will guide and work closely with the provincial health authority along with Provincial Health Officers-Health System Strengthening (HSS) in planning, formulating and implementing SRHR related activities.

PURPOSE OF THE POSITION
To support provincial health authorities in health services division and health programs, in strengthening institutional capacity for improving access to quality SRH services and ways to overcome health system barriers for advancing Sexual and Reproductive Health rights of the women.

Summary of Assigned Duties:
Under the overall guidance of the Public Health Administrator and led by Technical Officer-Reproductive Health, the incumbent will work closely with the Provincial Health Officer-Health System Strengthening (HSS), Health Directorate and respective team at the Provincial level.

S/he will support in planning, implementing and monitoring of policies and strategies essentially to improve SRHR health services delivery in the province where positioned.

Under the guidance of the Provincial Health Directorate, Public Health Administrator and Technical Officer (RH) WHO, the Provincial SRHR Officer will:

  • Assist the SRHR and HSS team at WCO Nepal in implementation of the SRHR project activities;
  • Engage in mapping and collaborate and coordinate with provincial and local level government, professional bodies and other stakeholders to address issues and challenges in improving access to SRH services;
  • Facilitate provincial level consultations / meetings with government and other stakeholders on SRHR related issues;
  • Facilitate in establishing and operationalizing SRHR provincial level technical committee;
  • Engage with selected medical educational institutions to strengthen pre-service education on SRHR components for development of competent human resource;
  • Assist in improving access to SRH services by facilitating trainings and listing of facilities and service providers;
  • Coordinate with provincial training centres and relevant partners to streamline training of service providers in the federal context;
  • Liaise and engage with provincial, district, local and facility health administration in identifying and addressing the bottlenecks in forecasting, procurement and supply chain of medical abortion drugs and other logistics in the public sector;
  • Assist in strengthening Monitoring and Information system both in public and private sector;
  • Liaise and engage with WHO PHO-HSS and other partners in health in capacity enhancing activities and to achieve SDGs targets, particularly universal coverage of safe and quality SRHR services;
  • Share the success stories, learnings and challenges with other provincial and WCO teams;
  • Any other works assigned by the supervisors

Qualification:

Education:

Essential: Bachelor’s degree in Public Health (BPH)

Desirable: Master’s degree in Public Health (MPH); specialized training in the subjects related to health systems development is an asset

Experience:

Essential: At least 3 years’ experience of working in the health sector in Nepal, including in public health or preventive programs

Desirable: Experience working in donor-supported projects and/or in the government health system; having work experience in health sector will be an asset.

Functional Knowledge and Skills

Understanding of health policy and planning at provincial and local levels; and devolution in the federal structure and effects on health programmes; Understanding and knowledge of health needs, political and technical constraints and resource limitations; Understanding health system strengthening to address UHC in terms of accessibility, service delivery and equity; Capacity building, using methods like training, mentoring and example setting; Ability to work and interact with senior officials and political stakeholders for implementation of SRHR related activities; Knowledge of government system’s functions and procedures at the provincial and local levels;

Other Skills (eg IT):

  • An analytical mind with a methodical approach, and the ability to work under pressure;
  • Excellent interpersonal skills and an ability to work effectively with a range of stakeholders;
  • Proficiency in the use of Microsoft Application suite and modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment;
  • Ability to communicate proficiently in English (oral and written) and national languages;
  • Willingness to work in provincial locations and to travel to remote places

Monthly Salary: (Net of tax) NPR 196,102.00. (Level 8) at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA)
