Position: Policy and Advocacy Specialist

Job Location: Lalitpur
PURPOSE OF THE POSITION:
The purpose of this position is to work in Policy and Communication Department under the close supervision and reporting of Advocacy and Campaign Manager, whilst to support and leverage advocacy work of World Vision International Nepal. This position will also be responsible to support to enhance reputation and influence; and contribute to public-community connections and staff engagement for World Vision International Nepal.
More specifically the position will work;
to support on generating evidences from WVI Nepal’s programmes to leverage local to national advocacy initiatives to contribute to achieve the goal set by Country Strategy 2021 – 2025
to coordinate the implementation of “It takes Nepal to end child marriage campaign” at the National level and support field in achieving the indicators under this project
to involve in capacity strengthening of National Office and Field Offices staffs in establishing and leading coalitions and networks, and identifying innovative approaches in the development of key messages and strategies which target the gaps of policy implementation in Nepal
KEY RESPONSIBILITIES:
- Coordinate with the national level by involving all relevant staff for mobilisation whole of the organisation to implement the campaign.
- Develop understanding of National Office, Filed staff and PNGOs about the campaign working with key government and private agencies ensuring their commitment and support.
- Work closely with Policy & Communications team members in developing an effective media, CSO and private sector mobilization plan which supports the campaign.
- Facilitate the development of, and support on implementation of the organisations’ advocacy plan.
- Capture progress/information on implementation of WVIN’s advocacy strategy and work plan.
- Develop quarterly progress report of campaign in coordination with field policy communication lead.
- Prepare event reports and updates for bulletins and regular publication of WVIN.
- Work with MEALS and communications to develop and implement effective results measurement system to track the impact of WVIN’s advocacy programmes.
- Use results to make continuous improvements to WVIN’s advocacy programmes.
- Ensure designs follow WV’s development approach promoting community / child led activities that are empowering and benefit the most vulnerable children.
- Establish linkages and relationship with local level advocacy and national level policy influencing work
- Coordinate with sector staff to ensure implementation of sectoral integration plan.
- Gather information about meetings with area programme level government agencies for influencing CFLG policy at national level.
- Work in close coordination with Communications team to identify best examples and document them for wider sharing
- Track progress of and monitor the implementation of government policies relating to various Sectors at district level.
- Coordinate for advocacy related events implemented in provincial and local level and develop a compiled report and evidenced for policy influence
- Work together with field policy communication lead to scope out the areas of policy influence at provincial level and provide necessary support and guidance in close coordination with Advocacy and Campaign Manager
- Work to capacitate the sector staff in the implementation of Citizen Voice and Action (CVA)
- Work for collecting success stories from CVA implementation
- Support Advocacy & Campaign Manager to develop policy briefs by establishing coordination with the programme team
- Support on generating evidences for local to national advocacy process
- Increasing demonstration and understanding of and commitment to World Vision’s Core Values in the approach to work and relationships
- Performance review completed and personal development goal achieved.
- Update information and knowledge gathered through participation of meeting, training, workshop and exchange visit
- Represent WVIN National Office team in external events and forums
- Provide support for the other function of policy and communication department as per need
EDUCATION, EXPERIENCE AND ABILITIES:
- Minimum Bachelor’s degree (preferred Masters) in Social Science or the relevant field.
- Must have 4-5 years of experience in advocacy with strong research skills.
- Should have strong interpersonal skills – ability to draw commitment from other parts of the organization.
- Good understanding of different approaches to policy advocacy and the requirements involved.
- Must have knowledge of developing policy brief and position papers.
- Should have knowledge on Project Management, planning cycle added advantage.
- Must be fluent in Nepali with good written and spoken English and have knowledge of Microsoft Office, particularly Word and Excel.
Work Environment/Travel:
The position requires 40% travel in World Vision International Nepal’s working areas.
