Company: Rural Village Water Resources Management Project

Position: Livelihoods Officer (LO)

Duty Station: Technical Support Unit (TSU) with frequent travel to field

Supervisor: Water Resources Advisor

Academic Qualifications:

  • Bachelor’s degree in Agriculture, Agricultural economics, management or equivalent

Professional Experience:

  • Minimum 5 years of relevant work experience
  • Extensive work experience in the field of agribusiness, sustainable livelihoods development, water resources management
  • Experience in micro-finance and enterprises development
  • Experience in value chain and marketing in the rural setting, including development of business plans
  • Experience in community mobilization and livelihoods related capacity building

Other skills

  • Strong sense of discipline and high moral conduct.
  • Fluency in written and spoken Nepali and good in speaking and writing English
  • Ability to work in a team and to deal with local government staff and other development partners. Good computer skills (MS Office)
  • Training proposal writing, facilitation and communication skills.
  • Demonstrated ability to work with RMs, Development partners, communities and in multi-cultural teams as well as willingness to work in difficult field conditions are essential.Duties• Support RMs in developing Livelihoods Implementation Plan and other strategies.
    • Conduct detail analysis of prioritized income generation activities (commercial vegetables and micro enterprises) reflected in LIP and develop action plan for intervention.
    • Assist GPO to develop proposals for livelihoods activities.
    • Conduct district or RM level trainings on Livelihoods and Cooperatives related topics (includes training of trainers and specific trainings of other beneficiaries) as needed.
    • Maintain coordination with local government agencies, local SOs and other stakeholders.
    • Conduct detail analysis of the income generation activities (vegetable farming and micro enterprises) proposed for implementation and assist project RMs in implementation.
    • Facilitate RMs, SO staff and other stakeholders to develop forward and backward linkages to ensure timely services.
    • Assist in promoting Rural Advisory Services working together with different stakeholders.
    • Support preparingRM work-plans for Livelihood and Cooperative activities in close consultation with respective RMs, GPO and SO.
    • Guide and supervise the activities of Livelihood Facilitators and Livelihoods Promoters as assigned.
    • Conduct annual performance evaluation of Livelihood Facilitators and SO team in close coordination with GPO, WRA and SLS.
    • Assist in identifying market, provide technical guidance to the stakeholders for the marketing and market forward and backward linkages for the livelihoods and MEs;
    • Ensure that progress of HG and income generation are on track as planned, review the progress and explore further strategies to meet the planned target.
    • Support and carry out any other duties as required by the supervisor.

Position Accounts Monitoring Officer (AMO)

Duty Station: PSU Office, Dadeldhura

Accountable to: Deputy Team Leader/Administrative and Account Officer

Supervisor: Administrative and Account Officer (AAO)

Academic Qualification:

  • Bachelor degree in Financial Management, economics or related field

Professional Experiences:

  • Minimum five years of work experience as accountant/account officer in government services/local governments

Other essential Skills

1. Excellent skill and knowledge in GoN accounting system, LMBIS/SuTRA and auditing procedures and requirements
2. Working knowledge in computer windows package.
3. Good speaking and writing skills in Nepali and English.
4. Understanding of RVWRMP working modality and fund flow process will be an asset. Accounts Monitoring Officer, in direct supervision of AAO shall perform following responsibilities;
1. Contribute to the development of robust and transparent financial management system at the RM level;
2. Undertake RM level joint financial reviews and use them as capacity development of RM staff;
3. Analyse the GoN and GoF/EU fund requirement to RMs and collect the requests from RMs analysing the expenditure and expenditure forecast;
4. Follow up the RM contribution and joint implementation funding;
5. Compile the WRDF fund requests and submit to AAO for further request to MFA for GoF Fund and assist RMs to get release of GoN fund from District Treasury Office.
6. Collect WRDF financial statement every month, tally it with Fantwari and prepare monthly, trimester and financial report of WRDF in close coordination with PCO by 5th of each Nepali month.
7. Monitor the utilization of WRDF at RM level together with PCO and DCC accounts officer, prepare report at site, and brief the findings with Chief Administrative Officer (CAO)/RMPMC chairperson on findings. Provide feedback to RM accountant and RM office for the further improvement of accounting process and reporting (if any).
8. Support RMs on documentation and document verification during auditing by auditor general office. 9. Train the RM accountants on LLFMIS and book keeping as per need.

Others

1. Act as a resource person during RM accountants training organized by the project.
2. Participate in scheme monitoring and check the accounts of UCs and provide feedback to them.
3. Any other tasks assigned by the supervisor to achieve goal and objectives of Project relevant to his/her competency.
