Global Action Nepal (GAN) is social organization which has been working exclusively in Nepal for two decades to help develop the education system and implement social change. We work to enhance the rising generation’s life chances in Nepal by widening its access to and participation in empowering, community sustaining, gender-equalising basic education and vocational skills development.

GAN is going to implement Safe to Learn project partnering with VSO Nepal from July 2020. The project will contribute ending violence and strengthen the capacity of community schools to create safe place for learning. Project intervention will be linked with two VSO-led Girls’ Education Challenge projects (Sisters for Sisters’ Education and ENGAGE Project) in 5 districts (Surkhet, Lamjung, Dhading, Parsa and Sarlahi). This project will support 17,000 girls and boys through a “whole school” approach. Project activities will facilitate empowerment of children, parents and teachers to address the issue of violence, bullying and harassment to promote child safety, gender-responsive and child-friendly teaching, and improve school governance for safe learning and is currently looking for following experienced and dynamic team players for the aforementioned project.

1.  Position: Project Coordinator- 2 Nos.  

Duty Station: (Lamjung: 1, Surkhet: 1)

Job Summary:

Project Coordinator will be responsible for the district level planning and implementation to ensure safe learning environment and take a lead in overseeing and delivering the project interventions ensuring high quality results within the stipulated timeframe with available resources. She/he will maintain regular coordination, communication with project team, line agencies and will be responsible to develop AIP, DIP, safe to learn implementation guideline, education materials and Enhance the capacity of field staff on project interventions. She/he will facilitate to streamline monitoring system, document and sharing best practices on StL and maintained linkage, Coordination and reporting at project level.

Key Responsibilities:

R 1. Project Planning, Implementation and Management

  • Lead the team of Safe to Learn project at district level lead in developing operational plans and ensure effective and efficient execution of project activities on time.
  • Ensure participatory program planning (AIP, DIP and Project Implementation guideline) and effective mobilization of resources to achieve the high-quality results.
  • Coordinate local government authorities, consortium and other non-governmental organizations to create collaborative efforts through regular meetings, interactions, and initiating joint monitoring visits.
  • Keep the project information up to date and ensue meeting programmatic and financial compliance. Maintain a professional conduct, while intervening the project activities.
  • Regularly review the progress with project team; project timeline/deadline, deliverables, planned project activities and ensure the quality of project activities.
  • Provide necessary technical support required to the organization management team.
  • Ensure accountability towards government authorities by sharing project target, budget, progress as well as delivery approaches.
  • Represent organization at different forums, platform, network and consortium and ensure meaningful participation.
  • Perform other duties as per need and as guided by the organization and the supervisor.

R 2. People management

  • Inspire and motivate the project team to excel their performance being a role model.
  • Ensure professional communication within and outside the organization.
  • Identify capacity gap of the project team and initiate capacity building initiatives to fulfil these gaps.
  • Ensure execution of periodic meeting of the project team to share the progress, challenges and to develop way forward.
  • Ensure timely performance agreement with the supervisees have been made as per the organizational human resource policy/guidelines/systems and carry out the performance review and appraisals.
  • Ensure that national volunteers have developed and implemented their work plan to support the district project team and schools’ authorities (Head teachers, teachers, child club, parents’ group, SMC and PTAs) for the effective implementation of project activities.

R 3. Monitoring, evaluation, documentation, reporting and donor compliance

  • Understand the project’s theory of change, log frame, monitoring framework etc and support M&E team to draft project specific M&E tools.
  • Prepare monthly, quarterly and completion report and submit timely to funding agency.
  • Ensure effective management of the project database with verified information and provide to respective authority as and when necessary.
  • Initiate regular monitoring of project activities through field visits, data and information verification and meeting the donor compliance.
  • Prepare periodic project narrative reports and target versus achievement and submit to funding agency before the deadlines set for.

R 4. Budgeting and financial management

  • Ensure efficient and effective financial management system is in place.
  • Ensure financial compliances are met as per the standard set commonly with funding agencies respecting financial policies, guidelines and periodic circulation.
  • Ensure all sets of financial reports with enough supporting documents are produced and submitted on a timely manner to the funding agency.
  • Ensure that the expenses are approved as per the process.
  • Monitor income and expenditure regularly and identify and proactively mitigate potential risks.
  • Work closely with finance person in the organization to prepare budget, any amendments and forecasts as per project requirements and timeline in consultation with funding agency.
  • Develop a financial monitoring tracker in Excel and update it to enable cross verification of the financial information.
  • Make sure entire documents relating to finance have been well stored and documented.

R 5. Procurement and inventory management

  • Ensure adherence of the financial and procurement policy agreed with the funding agency.
  • Prepare project annual procurement plan as per the organization policies.
  • Ensure effective stock & inventory management is in place and regular reporting has been made to respective authority.
  • Supervise the inventory management (monitoring the physical condition of store/warehouses, necessary guidance to the inventory in charge).
  • Facilitate bid analysis process and ensure its well documentation.
  • Ensure safeguarding of the goods and materials owned by the organization.

R 6. GBV, child protection and safeguarding 

  • Ensure that project activities are implemented in line with GBV, child protection and safeguarding policies.
  • Ensure that project activities are addressing the GBV and child protection issues.
  • Conduct regular field visits with appropriate tools and checklists, including interaction/consultation with beneficiaries to learn about program effectiveness in line with GBV, child protection and safeguarding.
  • Ensure that organization and schools have complained mitigation system against child protection, GBV and safeguarding.
  • Strengthen networking and collaboration with child rights/ civil society organizations and networks to promote GBV and child protection agendas.

Qualification and other requirements:

  • Minimum Bachelor’s degree in Education, Social science or related university degree from recognized University (Master’s degree preferable).
  • At least three (3) years of work experience; experience in project management level in related field.
  • Able to travel and spend time in the Project District all community areas.
  • Able to communicate effectively in Local Language.

2.  Position: Gender-Based Violence (GBV) Officer- 2 Nos. 

Duty Station: (Lamjung: 1, Surkhet: 1)

Job Summary

GBV officer is mainly responsible for ensuring the best standards and wide dissemination of professional expertise, skills and knowledge on child rights, safeguarding from gender-based violence. S/he will responsible with particularly experience in GBV programming, case management, child protection and safeguarding issues.

Key Responsibilities:

R 1.  Planning and Implementation 

  • Ensure the Participatory Planning and effective implementation of GBV initiatives in close coordination with PC and project team as per the work plan and project objectives.
  • Providing day to day technical guidance to team on GBV to the Programme specialized interventions to ensure standards and procedures are followed.
  • Under the guidance of PC, work closely with EDCU officials, municipal education officials, Gender Networks at rural municipalities and schools while implementing project activities.
  • Work closely with school head teachers and gender focal teachers to conduct project activities.
  • Work closely with community-based organizations, including Community learning center and plan to conduct training and interaction.
  • Support in developing training plan, support professionally and technically in facilitating training sessions to the teachers, students, and other stakeholders.
  • Support GBV champions and school authorities in the process of updating SIP incorporating GBV.
  • Mentor GBV Champions for planning, implementing and reporting progress of field activities.
  • Supervise and provide on the spot support for GBV champions, ensuring their efficient and effective mobilization.

R 2. Management 

  • Conducting training to school’s teacher/HT, students and community leaders to build their capacity and activate their role in GBV related issues.
  • Developing awareness raising and staff training programs to raise awareness on GBV.
  • Develop IEC materials (leaflets, posters, brochures) to raise awareness on GBV in the wider community.
  • Support the collection and analysis of sex- and age- disaggregated data to reach the most marginalized beneficiaries.
  • Ensure timely completion of planned project activities.
  • Support PC and implementing team to develop and use standard criteria to identify project beneficiaries.
  • Work in close collaboration with the team: Project coordinator, finance officer and MEAL officer to achieve the set goals.
  • Support project team to select GBV champions.
  • Support in the process of implementation through supervising and providing inputs to GBV champions.
  • Act as the focal point for child protection, safeguarding, GBV related issues and establishing CRM at project level.

R 3. Coordination and communication

  • In close collaboration and coordination with EDCU, Municipality level education focal point and school authorities’ roll out the project activities.
  • Develop, maintain, and improve mutual and beneficial relationships with key stakeholders through regular coordination and frequent communication and advocate for gender-sensitive programming.
  • Facilitate community dialogues on promoting safe education environment and gender inclusive education, with special focus on child rights and safeguard from GBV.
  • Work closely with schools’ head teachers, female mentors, and Gender Focal Points to promote safe education environment.
  • Provide regular follow up and support to GBV champions through meetings, dialogue, and interactions.
  • Coordinate and facilitate the process to provide training to GBV champions and project beneficiaries.

R 4. Monitoring and reporting

  • Coordinate and facilitate the process  and initiate monitoring interventions to achieve project activities according to the action plan.
  • Document and report the progress of project activities, challenges/way forward respecting agreed standards and timeframe.
  • Coordinate and facilitate the process to disseminate information to target communities.
  • Support to collect evidences, exemplary practices, real stories to disseminate them to transfer project  learning in a wider context.
  • Closely monitor the activities of the GBV champions and provide timely feedback to them for the remedial actions.
  • Support the assessment team while conducting the baseline, mid line and end line assessment.
  • Maintain proper documentation of the project activities and timely upload means of verifications for each activity carried out in the field.
  • Carry out regular follow up visits to monitor the progress of the project implementation.

R 5. GBV, child protection and safeguarding

  • Act as the focal point for child protection, safeguarding, GBV related issues and establishing CRM at project level.
  • Ensure that child protection cases in targeted schools are reported, referred, and followed up.
  • Assist implementation team to set up child protection and referral mechanism in schools, resource class and or assessment center.
  • Support implementation team (Big sisters, adult champions) to maintain risk register from the GBV , child protection and safeguarding points of view.
  • Closely work with available network to reduce the GBV, child protection and safeguarding issues in schools and community level.

Qualification and other requirements:

  • Bachelor’s Degree in Social science, Development studies, Gender/Women studies or Relevant subjects.
  • At least two years of experience of working relevant to the functions, preferably in sector of girls education.
  • Fluent in English and Nepali both.
  • Fluent with Microsoft office package.

3.  Position: MEAL Officer- 2 Nos.  

Duty Station: (Lamjung: 1, Surkhet: 1)

Job Summary

MEAL officer is mainly responsible to work with project team ensuring the effective and relevant monitoring and evaluation plans, develop and update M&E framework, update project logframe, preparing of monitoring and evaluation plan, tools and techniques of programme monitoring and evaluations and tracking at periodic basis. Strengthen project database and reporting system both in output and outcome level and taking lead to reporting and sharing it at appropriate levels. Establish the system of joint planning, monitoring and sharing with right holders and related line agencies in working districts.

Key Responsibilities:

R 1. Planning, Implementation and Management

  • Develop and implement a monitoring and evaluation plan that captures key indicators relevant to attaining project objectives in close coordination with Project Coordinator and VSO’s relevant person.
  • Develop and establish project database, MEAL framework of the project, respecting agreed standards and timeframe.
  • Coordinate the baseline surveys and other field assessment exercises, Prepare TOR for Baseline, Midline and End line Survey/Final Evaluation and other studies.
  • Assist PC in preparing quarterly work plans and prepare periodic work plans and work closely with EDCU officials, municipal education officials, and schools while implementing project activities.
  • Support in developing training plan, support professionally and technically in facilitating training sessions to the teachers, big sisters, and other stakeholders.
  • Work closely with community-based organizations, including Community learning centre.
  • Provide technical leadership and support to project and partner staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting; provide training as needed.

R 2. Monitoring and Evaluation, Reporting 

  • Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up best practices.
  • Lead in developing a responsive, functional and appropriate feed backing mechanism which can improve current project implementation and guide future programming.
  • Ensure that MEAL process, systems and procedures are upholding the safety and dignity of stakeholders.
  • Ensure the accuracy of all data presented in reports to stakeholders including to donors, local government units, partners, community beneficiaries, among others.
  • Devise and manage a MEAL training programme with the goal of increasing capacity and awareness of subordinates, including regular and scheduled inductions on MEAL for all new staff (if needed)
  • Develop and implement required templates that facilitate the collection and aggregation of information for the project.
  • Mentor community mobilizers for planning, implementing and reporting progress of field activities and supervise and provide on the spot support for community mobilizers, ensuring their efficient and effective mobilization.
  • Document and report problems/ challenges faced during project implementation with its way forward and support to collect evidences, exemplary practices, real stories to disseminate them to transfer project  learning in a wider context.
  • Prepare and share timely and accurate progressive reports periodically against the work plan to line manager.
  • Maintain an effective management information system (MIS) for the project as well as for the organisation which will allow for safe storage and easy retrieval of data.

R 3. Coordination and communication

  • In close collaboration and coordination with EDCU, Municipality level education focal point and school authorities’ roll out the project activities.
  • Develop, maintain, and improve mutual and beneficial relationships with key stakeholders through regular coordination and frequent communication.
  • Work closely with schools’ head teachers, female mentors, and Gender Focal Points to promote education and livelihood skills to the girls with disabilities.
  • Coordinate and facilitate the process to provide orientation to GBV champions.

R 4. Learning and sharing

  • Closely monitor the project activities and provide timely feedback for the remedial actions.
  • Provide feedback and share learning form M&E process with the wider team
  • Promote culture of two way learning in team and in the organization

R 5. GBV, child protection and safeguarding

  • Conduct regular field visits with appropriate tools and checklists, including interaction/consultation with beneficiaries to learn about program effectiveness in line with GBV, child protection and safeguarding.
  • Ensure that organization and schools have complained mitigation system against child protection, GBV and safeguarding.

  • Fulfill other appropriate level responsibilities as demanded of the project.

Qualification and other requirements:

  • Bachelor’s degree in social science, statistics, Information management, and other relevant academic background with at least three years relevant experience.
  • Excellent knowledge and skills on monitoring and evaluation techniques and processes including various research tools and methodologies (both quantitative and qualitative).
  • Understanding of the current M&E trends and especially M&E systems in development organisations.
  • Sensitive to GBV/child protection and child safeguarding issue.

Essential Skills:

  • Analytical with good management skills and report writing in English and Nepali.
  • Excellent computer knowledge with good command of MS Excel among other packages of MS office.

4.  Position: Finance and Admin Officer- 2 Nos.  

Duty Station: (Lamjung: 1, Surkhet: 1)

Job Summary

Finance and Admin officer is primarily responsible for financial management, accounting and administration for the smooth operation of the organization responsibly maintaining transparent accountable and internal control system within organization as per the policy and compliance. S/he will be maintaining and reporting the financial reports, projecting the annual budget, manage financial data and office documents, assisting the project coordinator in the preparation of the annual budget in close coordination with the program team and VSO Nepal. S/he will be responsible for monitoring, auditing and evaluating the budget effectiveness to the target groups. FAO will work closely with PC, and Program management team to implement financial and administrative planning in an acceptable standard.

Key Responsibilities:

R 1. Administrative operations

  • Ensure smooth functioning of finance and administrative operations as per policy and compliance.
  • Ensure all payments are made according to organizational policies, local law and contractual agreement with donor/ partner.
  • Ensure maintenance of all payment documents and receipts according to the organizational policies and guidelines.
  • Co-operate and liaise with the other project staff members and the consortium member and maintain close, constructive and dynamic relations with partners.
  • Responsible for the overall function of Admin and Finance at field, district and province level.
  • Conveys all the required instructions and policies of the organization to the staff and the views of the regional staff to the leading body.

R 2. Accounting

  • Ensure that compliance with prevailing laws and organizational policy, all payments are processed in a timely manner, and are accounted properly.
  • Prepare all payments, receipt and transfer vouchers within time period.
  • Prepare transaction worksheet with appropriate codes and according to relevant cost centres and agreed allocation. Stamp all payment documents as per organizational requirements.
  • Petty cash administration; make payment petty expenses and update petty cash log sheet.
  • Administer the financial information (i.e. vouchers, contracts, agreement).
  • Organize and file vouchers and its supporting documents, taxes, VAT etc in a more effective and efficient way.

R 3. Reporting and relationships

  • Prepare financial report as prescribed format and submit to management and VSO Nepal on regular basis.
  • Prepare monthly/periodic budget verses actual report and submit to program team for reason for variance.
  • Reconcile all receivable and payable, bank and cash before submitting to the donor.
  • Prepare quarterly fixed asset register and submit to donor.
  • Keeps all relevant documents and a copy of financial report in proper filing system.

R 4. Other responsibilities

  • Maintain integrity and accountability of the position.
  • Maintain and strengthen the standard of work and credibility of the organization in and outside of office.
  • Fulfil other appropriate level responsibilities as demand of the project.

R 5. GBV, child protection and safeguarding

  • Ensure that procurement process has fully followed the child protection and safeguarding policies while selecting the vendors.
  • Ensure that while making the contract the service providers has signed and committed to follow the child protection and safeguarding policy.

Qualification and other requirements:

  • Bachelor’s degree in commerce of Business studies or relevant academic qualification with at least two years relevant experiences.
  • Good knowledge in accounting and office management.
  • Excellent computer skills, especially in MS word, Excel / Excel reporting.
  • Demonstration of excellent team working and relationship building skills.

Essential Skills:

  • Good knowledge on accounting software.
  • Strong English communication skills required for the role and will be tested at interview.
