Colors of Rainbow Project

1. Background

Restless Development is an UK registered International Non-Governmental Organisation working in Nepal since 1991. Restless Development Nepal is working  to amplify voices of young people from every caste, ethnicity and religion across 45 districts of Nepal to ensure that they receive comprehensive sexual education, claim their rights and end gender-based violence, early marriage and chhaupadi.

Nepal is a pioneer of LGBTI rights in South Asia. The country’s comparatively progressive legislation allows LGBTI people to live a safer and healthier life than in any other country across the region. However, while LGBTI people in Nepal have many rights by law, they are still highly discriminated against on the basis of their gender and sexuality and are marginalized in all spheres of life. The vast majority of SRHR services available for young people in Nepal are structured around the needs of heterosexuals, thereby excluding the differing needs of the LGBTI community. To contribute to an enabling environment for LGBTI people within the country to claim their SRHR in a stigma-free society, Restless Development is implementing “Colors of Rainbow Project”.

The project was aimed and implemented to achieve the results viz

i. To strengthen the LGBTI Network in Nepal by capacitating its CSOs,

ii. FSGMN, as an organization which brings together all the targeted CSOs has strengthened nationwide advocacy efforts contributing to an enabling environment for LGBTI people within the country to claim and realize their SRHR and

iii. LGBTI  youth are more capable to generate evidence into action and influence the local and national decision makers.

To achieve the above objectives, we are working with “Federation of Sexual and Gender Minorities in Nepal (FSGMN)”, a network of total 52 CSOs/CBOs to boost their legal standing, operational capabilities at the community level, and ability for advocacy at the national level from May 2018.

During the entire project period, various activities were implemented by FSGMN as well as its CSOs at national, provincial and local level to achieve the above elucidated outcomes. Hence, to assess the overall impact of the project in terms of achieving the outcomes a final evaluation of the project has been planned. Therefore, Restless Development seeks a consultancy service for conducting Final evaluation of the project to study the overall impact of the project as well as to access and document the best practices, lesson learnt and recommendations for the sustainability of the project. In addition to conducting the final evaluation of the project, the consultancy service is also required to generate the end-line report of the project from the data already collected by Restless Development in terms of Organizational Development in terms of the pre-defined six thematic areas viz. Organizational Strategy and Development, Financial Management, Human Resource Management, Fundraising and Partnership, Media and Advocacy, Monitoring, Evaluation and Learning and Youth Friendly services including SRH counseling, psychological support and guidance
