Place of Assignment: Kathmandu, with frequent travels to field locations in Nepal

Position is: For a fixed term as of 1.1.2020 until 31.12.2020. with possibility of extension

Supervisor: Program Manager

Other reporting responsibilities and internal cooperation parties: Program Team, Finance Team, various Head Office units

Primary purpose of the position:

To ensure regular support to NGO partners in planning, implementation and monitoring of projects and programme in the sector of livelihood where aspects related to access, empowerment, equality, and participation are strongly integrated. The Program Officer will also ensure that the livelihood project integrates social-cohesion as one of the major integrated components. The Program Officer will provide support to partner NGOs to ensure that FCA’s standards of project planning, implementation and monitoring tools and techniques are applied. S/he will be responsible to prepare and ensure the quality of NGO partners’ progress reports and provide summary to Program Manager. S/he will carry out monitoring visits and capacity assessments of partner organizations and prepare plans and initiatives to build the capacity of the NGO partners as per the assessment. The PO will be a part of team for developing funding proposal particularly through linking lessons from ongoing projects.

Description

Main Tasks :

Planning and management

• Support management in the partner selection process
• Support partner organizations to develop annual/multiyear plan/proposal and budgets, and Detail Implementation Plan (DIP) of the projects
• Oversee and support partner organizations in the implementation of projects to as per the project’s steering documents
• Contribute and coordinate the capacity building of partners
• Support partners to develop project quarterly/annual progress report, make analysis and submit the analysis and summary to the Program Manager for further action
• Support partner organization to develop and implement staff’s individual plan of action
• Support and facilitate the process to conduct annual Partner Meeting
• Archive project documents in hard copies and in FCA online workspace
• Coordinate with finance unit for service procurements, disbursements of funds, project financial reports submission and finalisation and auditing of the projects following FCA’s policies and donor compliances
• Assist program team in developing humanitarian assistance project when needed, and ensure the implementation of the project including monitoring and reporting
• Contribute and support in developing Country Programme Annual Plan (CPAP)

Monitoring, Evaluation and Learning

• Support MEAL Officer to design and implement project level M&E tools and data aggregation
• Plan and participate in field monitoring of the project activities with support of Program Manager and MEAL Officer and report to Program Manager and inform findings to concerned partners; develop plans to mitigate any areas for improvement in effectively implementing the planned project activities
• Support partners’ accountability measures at the community and local governments by supporting social audits, public audits, partner-Gov joint-monitoring, etc.
• Lead in organizing project review meetings and carry out proper documentation of outcomes
• Support MEAL Officer to harmonize partners’ progress reporting tools including data collection and case studies
• Support in carrying out baseline and endline studies
• Facilitate donors visits and FCA Head Office visits in the respective project areas
• Support Program Manager and MEAL Officer for developing quality Country Programme Annual Report.
• Support FCA’s knowledge management with support from Knowledge Management Focal Person

Fundraising

• Participate and contribute towards fundraising plan and funding proposal development
• Support Program Manager for discussion and consolidation of lessons related to FCA strategy required for fundraising
• Provide innovative ideas to Program Manager for concept note development
• Provide programmatic inputs based on the learning from ongoing projects in the concept note and proposal development processes
• Coordinate with the NGO partners for ensuring their active participation in the fundraising

Networking and advocacy

• Participate in relevant meetings with relevant networks that FCA works with in Nepal (AIN Livelihood Working Group, etc.,)
• Support partners in developing and implementing advocacy events taking necessary support from the FCA Head Office’s technical expertise.
• Participate in advocacy events of local, national and international organizations.

Communication

• Contribute and support Head Office communications unit in providing with success stories, learning, best practices, and innovative approaches for cross sharing-learning within organisation and for visibility outside organisation
• Contribute in the development of the FCA’s communication strategy
• Support and facilitate in the development of FCA’s and partners’ communication and visibility materials

Competence, experience, skills, knowledge needed :

• Master’s degree with at least 5 years of relevant experience
• Strong experience of programme and project management
• Proven experience in Logical Framework based project management
• Solid background in livelihoods
• Knowledge and experience of cooperation with governmental and non-governmental agencies in the field of livelihood especially empowering rural women socio-economically through easy access to finance and entrepreneurship and enterprise development, development cooperation, advocacy and human rights
• Ability to work under pressure in a structured, organized and responsive manner in an international working environment with multicultural team
• Commitment to continuous learning – willingness to keep abreast of new development strategies
• Good understanding of partnership and collaboration; financial management, local government and donor’s development policies
• Result oriented, excellent team player and decision making skill
• Sound understanding of the Human Rights-Based Approach and other development and humanitarian work
• Flexible and excellent communication skill both in English and Nepali languages, as well as computer skills in MS Office and Outlook
• Strong writing skills, and good communication and facilitation skills
• High financial and work integrity adhering to compliances

Impact

• Effectively and efficiently implemented FCA Country Programme in Nepal.

Responsibilities and independence

Problem solution requires selecting independently between different methods. Work is mainly done according to general instructions, and it may include fact-finding and group responsibility.
Reason for choice: Program Officer requires to understand the level of complication and identify solutions to it independently, and only require consultation from the supervisor if the problem solution is beyond what is in the strategy and project plan.
