Bagmati Welfare Society Nepal (BWSN) is non-profit making, non-governmental, non –political, social development organization registered in Sarlahi district. It was established in 1995 AD with the aims to converse natural resource, energy and environment and improve socio-economic and health services for sustainable livelihood of the marginalized and disadvantage community by improving their skill and knowledge, quality and income opportunities. BWSN believes that it has the expertise and experience to implement the project for achieving the best result. BWSN has already partnered (short term and long term) with above 50 different organizations/INGOs/donor and government agencies to implement 50 projects.

BWSN has announced vacancy for World Vision International’s Partnership Project for following Position:

1.Job Title: DRR Project Officer-Nepal Disaster Risk Reduction Project- 1

The DRR PO will manage Nepal Disaster Risk Reduction Project in the Sarlahi district by ensuring compliance with WVIN’s sectorial and quality standards, project compliance and government’s policies. The role will be overall responsible for managing the project, technical support to subordinate staffs and monitoring the performance of field social mobilizers, ensuring that social mobilizer have access to appropriate technical and functional support in terms of DRR project implementation, and managing relationships with sectorial key stakeholders including Rural Municipality members mainly Local Disaster Management Committee.

Reports to: Project Coordinator

Major responsibilities

  • Overall responsible for management and implementation of Nepal Disaster Risk Reduction Project;
  • Ensure projects activities are delivered on scope, on time and on budget as per the agreements without compromising the quality;
  • Contribute to prepare detail implementation plan and take a leadership for implementation of it;
  • Identify, assess, and communicate risks associated with the implementation of project, and development of mitigation measures;
  • With technical guidance from Project Coordinator and Field DRR Coordinator- ensure appropriate analysis and project results are on met;
  • Maintain close coordination and linkages with the district and Rural Municipality DRR focal person and authorities to implement planned activities as per project outcome and impacts;
  • In coordination with Field DRR Coordinator, build relationships with government line agencies and facilitate to engage them since project kick off;
  • Provide timely feedback to the project staffs on timely to implement project on its quality and standard.
  • Regularly coordinate and influence to Local Elected Representatives for DRR mainstreaming into development planning process;
  • Facilitate training, workshop and orientation at district and local level;
  • Ensure Planning, Monitoring and Reporting of the project is submitted on timely to Line Manager with high quality.

Academic Qualification and Experience: 

Bachelor degree in Disaster Risk Reduction/Environment Science/Social Science or relevant discipline at least two years of experience of project implementation in Disaster Risk Reduction and Humanitarian Response.

Sector Knowledge:

  • Knowledge related on Government’s DRR policy, programme priorities, needs and issues in relation to the sector priorities;
  • Prior knowledge in DRR training development and facilitation to local representatives;
  • Good Knowledge on community based disaster risk management (CBDRM) approaches and Local Disaster Risk and Climate Resilience Plan (LDCRP);
  • In depth knowledge on Local Development Planning Process and Vulnerability and Capacity Analysis (VCA)
  • Knowledge on facilitating and preparation of District  Disaster and Response Plan (DPRP) at local level and on district

Project Management:

  • Good understanding on operation issues like timely and quality delivery of activities, good planning and monitoring skill;
  • Good understanding and capacity on donor reporting system;
  • Good understanding on the Detail Implementation Plan and mentoring to the project staffs;
  • Good knowledge on the DRR project management tool and approaches;
  • Sound knowledge & skill on project risk analysis and management;
  • Good Analytical Skills to analysis project related beneficiary data and incorporate in the report;
  • Good ability in report writing skills for developing the periodic report like monthly, quarterly, semi-annual and annual;
  • Prior knowledge in case study and event report preparation with high quality;
  • Meet financial requirement and deadline as per compliances\

Capacity Building

  • Sound skills in Training Need Assessment process and tools for staffs and target group;
  • Capable to develop, prepare and facilitation of DRR training;
  • Prepare DRR capacity building plan and deliver accordingly;
  • Skills on project staffs mentoring and onsite support;

Monitoring and Evaluation 

  • Skill on preparation of monitoring and evaluation plan;
  • Skill in Result Based Monitoring, DRR specific monitoring tools and methods;
  • Skills to incorporate the findings/feedback into project;
  • Develop project tracker to maintain database of project beneficiaries;

Advocacy and Networking:

  • Influencing skill to local representatives for allocation of budget for DRR mainstreaming;
  • Skills on Stakeholders mapping and mobilization for broader benefit of the project;
  • Good skills on facilitation of meeting and proper documentation;
  • Capacity to identify local DRR advocacy issues and priorities around DRR project;
  • Maintaining the database with the information of total allocation budget for DRR;
  • Presentation skills in different forum and network.

2.Job Title: Overseer/Sub-overseer Nepal Flood Response- 1

The Sub-engineer will manage, supervise and monitor the cash for work related construction related projects in the respective district/area project ensuring compliance with WVIN’s sectoral and quality standards, government’s policies and industry norms. The main role will be responsible to carry out detail design and cost estimation and monitoring the cash for work construction project and managing relationships with sectoral key stakeholders including local government.

Reports to: Direct report to Project Officer

Major responsibilities

  • Work closely with field mobilizer, project officer and team to identify construction related cash for work in the assign area and carry out pre-feasibility study
  • Ensure that selected sites are appropriate as per the project requirements & as per the standard construction guidelines and have been agreed by relevant stakeholders
  • Carryout detail design and cost estimate of the selected construction related cash for work initiatives and recommend with detail report for approval process as per the guidelines
  • Preparation of the drawings, detail estimate, detail break down of materials/labors and specification of the materials using in the construction projects
  • Check quality of all local and non-local construction materials delivered by community/suppliers at construction site
  • Prepare detail work schedule of construction works in coordination with project team for timely completion of construction work and track the progress accordingly
  • On timely construction sites visits, ensure planning, monitoring and reporting of the project is on time and with quality
  • Provide technical support to users’ committees to implement construction related cash for work initiatives
  • Prepare quality bench mark of each and every construction related project and monitor progress accordingly
  • Seek necessary technical advices from supervisor and partner organization and apply in designing and estimation of construction related cash for works.
  • Prepare monthly/ weekly work plan for technical support, monitoring and supervision of cash for work
  • Prepare and submit status /progress reports on construction related work and submit to project officer on monthly basis
  • Carry out other relevant duties assigned by supervisor

Academic Qualification and Experience: 

Intermediate level of education in Civil Engineering (Diploma in Civil Engineering) with at least 2 years’ Experience in construction projects (like Drinking water supply systems, irrigation channels restoration, road culverts installation, local market center restoration etc.)

Project Management:

  • Good understanding on operation issues like timely and quality delivery of services, good planning and monitoring skill
  • Good understanding on donor reporting system and capacity to meet the standards
  • Good understanding on Project Management Tools and  Implementation guideline
  • Good ability in report writing skills for developing the periodic report like monthly, quarterly, project completion report
  • Monthly budget forecast and planning skills and able to manage the finance efficiently.
  • Meet financial requirement and deadline as per the organization compliances
  • Good understanding on financial management system like supporting documents, advance settlement process, managing the under-spends etc.
  • Skills on the construction related workers mobilization

Experience and skills 

  • Should have at least two years of experiences in community infrastructure works.
  • Experience in facilitating users’ committee and local individuals as a construction workers
  • Ability to use AutoCAD software will be an added value

Monitoring and Evaluation 

  • Sound skills to make periodic design, monitoring and evaluation plan
  • Sound knowledge on monitoring tools and methods
  • Good analysis and presentation skills
  • Skills to incorporate the findings/feedback into programming
  • Project database (such as HH database) establishment monitoring  and interpretation skill

Relationship Management:

  • Skills on stakeholders mapping and mobilization for broader benefit of the project

3.Data Mobilizer-Community Engagement and Child Sponsorship Program (CESP)-1

Purpose of this position is to manage the Sponsorship Systems desktop application and Data management to ensure the quality of data and efficient management of sponsorship systems. This is an office based position with 30% travel to communities to monitor and verify collected data.

Reports to: CESP Team Leader

Major Responsibility 

  • Maintain data integrity in Horizen all the time.
  • Ensure that all the RC documents are scanned and stored in the respective RC folder.
  • Ensure RC visits are updated in the system in a timely manner every month.
  • Regularly check My Task for pending, current, CWB related tasks and share the information on time to Field mobilizerfor implementation.
  • Timely dispatch of correspondences (IL, TL, SL, SG, APR, CMS etc) received from WVIN Field Office to the respective field mobilizers and vice-versa.
  • Correspondence Route Code management.
  • Maintain proper log sheet of all the correspondences dispatched and received.
  • Review and translate the correspondences received from the field mobilizers.
  • Closely work with Team Leader and CS mobilizers to maintain data accuracy/quality and deadline.
  • Collect required information and enter the information in Horizon  (RC/Family participation, CMS visit, Presence verification)
  • Generate status report from the system related to correspondence, partnership hold, presence verification, CMS visit VDC wise status (pending current, overdue) in monthly basis and present it on monthly meeting to support for follow up action.
  • Support team leader to verify the information of RC from the system whose record drop has been received from the field.
  • Analyze STEP management report and follow up critical findings by using case management tab.
  • Analyze Child wellbeing (CWB), RC visits and Service Operation Indicator (SOI) reports from STEP and share them with ADP for follow up action.
  • Generate and analyze RC participation/support report to support for follow up action.
  • Systematically manage all the Sponsorship 2.0 products received from sponsorship field mobilizers from Horizon mobile and upload in Single STEP ensuring its quality and timeliness.
  • Support team leader to prepare monthly report, documentation and information collection received from the field mobilzers.
  • Carry out all field work as and when required.

Academic Qualification and Experience: 

Higher Secondary degree (+ 2) in any relevant field with more than 1 years’ experience in Development Sector. Computer and Technology literacy; Good computer skills including Word, Excel, PowerPoint and Data Management
