The Research Officer – Policy and Water Governance will work on various projects in Nepal contributing to research activities from policy, water governance and political economy perspectives in the context of federalism in Nepal. Specifically, the incumbent will spend at least 50% of his/her time on the coordination and implementation of the project titled ‘A gender perspective to understand and enhance water system functionality, lessons from Nepal’ (GP4WSF); provide support to project leaders with specific research assignments by assisting in conducting literature reviews, data analysis and more; and coordination and implementation of project activities with partner organizations and stakeholders. In addition, she/he will be involved in other projects such as Solar Irrigation for Agriculture Resilience (SoLAR) and Gender Dynamics of Irrigation Management in the Context of Migration and Federalism (GDoIMMF). She/he will engage in organizing science-policy-practice dialogues and workshops at local, provincial and federal levels.

Duties AND Responsibilities:

  • Be part of the research team during fieldwork, participating in social science research activities, including data collection, processing and analysis, in the thematic issues such as policy, institutions, water governance, rural livelihoods, and gender equality and social inclusion issues of GP4WSF, SoLAR and GDoIMMF projects.
  • Play a key role in coordinating project activities in different case study sites in the hills and Tarai of Nepal.
  • Provide support to the project partners (local nongovernmental organizations) in collecting primary and secondary data, both qualitative and quantitative.
  • Work closely with local partner organizations, and be the key communicator and coordinator between partners.
  • Assist teams from the GP4WSF, SoLAR and GDoIMMF projects in analyzing qualitative and household survey data of the selected rural and urban municipalities.
  • Assist in qualitative data analysis using NVivo and preparation of outputs for activities in project sites in Sarlahi and Dailekh districts.
  • Assist in carrying out participatory radio dialogues and documentary making processes while interacting with stakeholders at local, provincial and federal levels.
  • Provide support to organizing and facilitating capacity building training and interaction in the project sites.
  • Provide support to train and support local staff from partner organizations during research processes, if and when necessary.
  • Contribute to building positive relationships with the government, civil society and other stakeholders.
  • Provide support to organizing semiannual meetings, dialogues and final workshops for relevant projects.
  • Assist in preparing project reports according to project timelines.
  • Provide support to preparing project-specific communication materials.
  • Provide support to increasing the visibility of the International Water Management Institute (IWMI) through the preparation of blogs and articles in local newspapers, and participating in local knowledge forums.
  • Arrange the logistics for the research site visits by IWMI and other international project partners.

Requirements

KNOWLEDGE, SKILLS AND ABILITIES:

  • Familiarity with both qualitative and quantitative research methods in the field of social science research, particularly in the areas of policy, gender, institutions and governance issues of water resources and/or natural resources; water, sanitation and hygiene (WASH); or agricultural water management.
  • Knowledge of rural livelihoods, farming/agricultural systems, rural transformation, feminization of agriculture, and multiple-use water systems (including small-scale irrigation and water supply) and solar-powered irrigation.
  • Familiarity with technologies for efficient use of water in the face of climate change and other drivers of change.
  • Knowledge on critical social, economic, ecological, technical, institutional and policy issues faced by the agriculture sector in Nepal.
  • Understanding of water governance and management in the federal context of Nepal.
  • Ability to travel regularly between research sites situated in districts of the hills and Tarai, and to support project activities on the ground and work with IWMI in Kathmandu.
  • Ability to spend as much as 50% of the time in field with limited facilities outside Kathmandu.
  • Ability to deliver project outputs on time with limited coaching/guidance.
  • Ability to interact effectively with officials in other agencies.
  • Knowledge of diversity, inclusion, discrimination and gender issues in Nepal.
  • Respect and practice organizational values and work with professional integrity.

MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE:

Essential:

  • Master’s degree in development studies or a related social science discipline, or agriculture, water resources management or agricultural engineering with specialization in social science approaches (e.g., gender, anthropology, governance, public policy and institutional analysis) in these sectors;
  • Extensive experience in conducting field research in social science and/or social science applied in natural resource management.
  • Willingness to live in rural areas for fairly long periods, at least two weeks.
  • Ability to prepare project reports and publications.
  • A minimum of 2 years’ experience in development and/or research project management in the field of natural resources management.
  • Experience working in the field of rural development and/or research.
  • Good working knowledge of gender equality and social inclusion (GESI);
  • Verbal communication skills in Nepali required, and in Maithili preferred.
  • Written and verbal communication skills in English.
  • Excellent interpersonal skills, and the ability to deal with marginalized communities in a sensitive manner and understand their needs.
  • Ability to multi-task, and work in a multidisciplinary and multicultural team.
  • Basic understanding of federalism and its implementation in the water sector.

Desirable:

  • Familiarity with ethnographic research methods will be an asset.
  • Knowledge and experience of Statistical Package for the Social Sciences (SPSS) and other social science data analysis tools would be an advantage.
  • Experience in field-based project implementation and monitoring.
