Description

Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.

The Nepal program has a considerable increase in IDA lending with a portfolio value at about US2.7 billion (including both IDA credits, Regional IDA credits and trust funds). Nepal is implementing the new Country Partnership Framework (CPF) for next five years starting FY2019 with priority in three focus areas: (1) Public institutions and policies, (2) Growth and employment, and (3) Inclusion and resilience. The World Bank country program provides financial support and technical advisory services across a broad range of sectors, with focus in infrastructure, energy, human development services, climate and disaster risk management. In addition, the priority of the program is also to support implementation of federalism. World Bank assistance is channeled through government agencies for agreed development priorities. Technical Teams from the World Bank are drawn from staff in the Kathmandu Office and from around the world.

The Nepal Country Management Unit (CMU) in the World Bank Kathmandu Office provides Administrative and Client Support primarily to the task teams based in Kathmandu but also to visiting missions. Given the scope of the country program and magnitude of the administrative and operational tasks, support is required from two Team Assistants (Grade GB).

Roles & Responsibility

The Team Assistant will report to the Country Manager of Nepal CMU.

The Team Assistant will carry out the full range of office support work for task teams and visiting missions who work on tasks in his or her assigned work program. The work program may combine program, project or ASA (Advisory Services & Analytics) tasks in one or more sectors. Responsibilities may include all or some of the following:

• Draft routine correspondence and proofread materials using proper grammar, punctuation, and style;

• Translate (short) documents from Nepali to English, if needed;

• Incorporate agreed comments into documents, making full use of Onedrive, shared drives, and software capabilities;

• Use word processing or desktop publishing to produce complex text, reports, figures, graphs, etc., according to standard Bank formats and the World Bank Style Guide;

• Maintain internal and external contact lists (including email distribution lists) up-to-date, and manage document distribution;

• Liaise with government counterparts to coordinate schedules, taking team priorities into account; communicate changes to team members, inside and outside the Bank, when schedules change;

• Assist with preparation of team meetings, including drafting of agendas, status notes, and minutes, as needed;

• Assist in preparation and delivery of events, e.g. conferences, workshops, negotiations, etc.

• Respond to requests for information, including file searches;

• Track task milestones, monitor task budgets, and report on expenditures/disbursements as required;

• Apply WB Records Information Management (RIM) policy, ensuring that documents are appropriately filed in the WBDocs system, disposed of in a timely manner or sent to archives;

• Assist TTLs in managing STCs for the task team, by: consulting with the Country Office HR Team on deciding STC level and fee setting, submitting requests in Admin Portal for ST contract, coordinating with HR Operations on issuing appointment letters, creating travel requests for STC’s field trips/official travel, and advising STCs on the STC payment system;

• Assist TTLs in organizing study tours/group travel for Government officials/local stakeholders, including drafting of correspondence, creation of group travel requests, follow-up on travel advances and SOEs, etc.

Selection Criteria

• Education/Experience: Bachelor’s degree with 2 years of experience; or equivalent combination of education and experience.

• Strong English and Nepali language skills (verbal and written), including ability to draft a variety of correspondence and edit materials using proper grammar, punctuation.

• Ability to generate trust and respect from clients (governments and development partners).

• Ability to maintain records management system.

• Excellent knowledge of Microsoft and World Bank software applications: Outlook, Word, Excel, Powerpoint, Operations Portal, etc.

Technology and systems knowledge – Demonstrates advanced knowledge and experience working with Microsoft office applications (Excel, PowerPoint, Word, etc.). Has ability and willingness to maintain up-to -date knowledge and skills as technology.
