Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment’s Regional Offices help to implement UN Environment’s global programs at the regional and country levels by initiating, coordinating and catalyzing cooperation and action in response to environmental problems and emergencies. This position is located in Kathmandu, Nepal. Under the overall supervision of the Associate Programme Management Officer and guidance of the Regional Coordinator of Climate change subprogramme and the Technical Advisor, the incumbent will be responsible for the following duties:

Responsibilities

•Support the National Project Coordinator in the establishment phase of NAP Process in Nepal;
•Liaise and coordinate with the UN Environment – Bangkok office on budget and finance;
•Manage the day-to-day operations in the full spectrum of accounting services, including accounts payable, accounts receivable, application of cash receipts, accounts reconciliation, billing, monthly closing of accounts, bank reconciliation, preparation of management reports, consolidation, forecasting, year-end closing of accounts;
•Prepare the budget, monitor and expenditure reports on the implementation of the budget;
•Maintain monthly statements of account to allow the personnel responsible for the respective budgets to easily monitor work in progress and availability of funds;
•Oversee the preparation of financial reports in accordance with the terms and conditions of Green Climate Fund (GCF);
•Liaise with auditors, donor agencies/ministries, financial services of partner institutes and vendors;
•Administer project’s contracts (excluding UN Staff) and monthly payroll;
•Coordinate the monthly and annual closing of accounts and prepare expenditure reports and financial reports as required;
•Review/approve employee travel documents for adherence to UN Rules and Regulations;
•Ensure adequate maintenance of office space and facilities services, and exercise control over non-expendable property, supplies and materials;
•Supervise the communication with host country authorities on administrative matters;
•Support employees on administrative matters including finance, human resources and procurement;
•Drive initiatives to improve workflow and streamline the internal processes to enhance efficiency and productivity;
•Perform any other duties as may be assigned or required.

Education

Advanced university degree (Master’s degree or equivalent) in environmental policy, finance, economics or related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) year of relevant work experience in policy analysis, advice and capacity development related to climate finance, public policy/budget management and in engagement of the private sector/finance sector in climate related activities in Nepal is required. Relevant experience in Nepal as well as experience working the Government of Nepal is a strong asset. Experience working for the UN system is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and oral English is required. Fluency in local language of the duty station (Nepali) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
