Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Nepal, UN Women focuses on strengthening women’s voice, agency and leadership across sectors to advance women’s rights, provide space for women’s meaningful participation, and contribute to tangible differences in their lives. The UN Women Nepal’s Strategic Note (SN) for the period 2018-2022 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to Nepal’s national priorities and commitments as described in the Nepal Constitution 2015 and the Fourteenth Three-year Periodic Plan, the needs of women’s organizations, and the UNDAF 2018-2022 with a commitment of leaving no one behind. UN Women will advance its efforts in Nepal in accordance with its unique role and triple mandate (normative, operational and coordination) and lessons learned to “achieve gender equality and social inclusion and empower women and girls in Nepal to realize their human rights” (Nepal Country Office SN Goal Statement).
Under the overarching SN 2018-2022, UN Women focuses on two programmatic areas, governance and leadership, and women’s economic empowerment. In prioritizing inclusive governance, UN Women Nepal seeks to advance women’s political empowerment and leadership and enhance women’s access to justice in Nepal’s federal structure. Towards this goal UN Women will work with elected officials, civil servants and citizens at all levels. The approach will extend beyond policy and law reform, to implementation and monitoring of policies, supporting the development of plans and budgets, enhancing the capacity of key government officials, and promoting gender equality and social inclusion in local governance. In addition, UN Women will work together with excluded groups to support their active participation and enable their voices to be heard. UN Women Nepal continues to seek to advance women’s economic empowerment by promoting increased income security, better jobs and economic independence of women and girls, especially those who from vulnerable and excluded groups, taking into account specific vulnerability of women and girls in the context of disaster risk and climate change impact. For this purpose, UN Women aims to foster an enabling environment at home and in the community to address discriminatory social and economic norms and structural barriers, to ensure gender-responsiveness in the development and implementation of macroeconomic and sectoral policies, and to leverage women’s income generation capacity for advancing their empowerment and leadership. By adopting a substantive equality approach to women’s economic empowerment, Un Women aims to deepen its support beyond enhancing the skills and economic competency of women, to also addressing the social dimensions of their challenges and inequalities. Leveraging women’s economic empowerment as an entry point, UN Women will also continue to support women and girls on their leadership and decision-making in public and private domains, bringing about positive changes in behaviours and influencing power relations at their homes and in the community. This, in the long-term, will contribute to transformation of discriminatory social norms. Given the fact, the majority of women engaged in the agricultural sectors, a special focus will be given to building resilience and climate change adaptive capacity in rural women’s livelihoods.
The two main components of the country programme will contribute to UN Women Global SP results. The Governance and Leadership component will contribute mainly to Outcome 2 – women lead, participate in and benefit equally from governance systems. The Women’s Economic Empowerment component is related to Outcome 3 – women have income security, better jobs and economic autonomy.
Throughout this work, UN Women seeks to contribute to transforming discriminatory social norms and eliminating harmful practices and behaviours, including violence against women. All of the above contribute to fulfilling Nepal’s obligations to international treaties and commitments, including regular reporting on progress related to the Sustainable Development Goals (SDGs), the Beijing Platform for Action and to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). The two main components of the country programme will contribute to UN Women Global SP results.

Duties and Responsibilities

Reporting to the Head of Governance Unit (50%) and Head of Economic Empowerment Unit (50%), the Programme Officer exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio. She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
1. Provide programme development and management support. The specific tasks include but not limited to:

1-1. Provision of technical expertise to develop, design and plan UN Women programmes/projects in the area of Women’s Economic Empowerment and Inclusive Governance.
• Under the guidance of supervisors, provide substantive inputs to the design and formulation of the programme initiatives in the assigned focus areas, translating UN Women’s priorities stated in the SN 2018-2022 to local interventions;
• Participate in and contribute to designing and development of new approaches to women’s economic empowerment and inclusive governance to be implemented under the SN 2018-2022, building on lessons/good practices and challenges/limitations of existing/past UN Women’s programmes;
• Contribute to planning and effective rollout of the new approaches; and
• Provide technical inputs and advisory support to ensure the design, approach, modality of delivery of field interventions are strategically targeted and focused on specific needs of women and girls from vulnerable groups.

1-2. Result-based management (RBM), implementation, monitoring and reporting support of portfolio programmes, particularly focusing on tracking and documenting positive changes in social norms and behaviours of women and girls from vulnerable groups.

• Support the finalization of annual workplans and budget allocation of portfolio programmes/projects, and manage their implementation, ensuring synergies across the two thematic areas;
• Monitor budget implementation and make budget re-alignments/reivisions as necessary;
• Provide substantive inputs to financial reports;
• Manage programme/project appraisal and evaluation according to RBM requirements;
• Support the supervisor on effective application of RBM tools and monitoring;
• Conduct monitoring of field interventions in close collaboration with other programme colleagues and partner organizations/service providers, particularly focusing on changes in social norms and people’s behaviours; and
• Support supervisors to prepare relevant UN Women quarterly and annual reports and donor reports.
1-3. Manage technical assistance and capacity development to project/programme partners and service providers.

• Review and provide technical inputs to service packages and project implementation tools (such as quarterly workplans, implementation guidelines and manuals) developed by partner organizations/service providers;
• Manage the submission of implementing partner financial and narrative reports;
• Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners;
• Build capacity of partner organizations/service providers in result-based management (RBM) and monitoring of implementation of planned activities as per workplans, keeping records of progress and writing progress reports on a quarterly basis;
• Support and coordinate with partner organizations/service providers in strengthening their relationships with networks of excluded women for smooth implementation of the project activities;
• Manage technical consultants as relevant; and
• Provide any other technical expertise and advisory services to partner organizations/service providers on relevant subjects in support of the smooth implementation.

1-4. Other coordination and management support to the timely implementation of programme/project activities in the relevant fields.

• Draft relevant Terms of References (ToRs) for the procurement of both institutional and individual experts’ services on relevant subjects;
• Provide technical expert services in procurement processes. Review technical and financial proposals of partner organizations within the framework of the UN Women’s operational guidelines; and
• Provide logistic, coordination and any other programme management expertise as requested by supervisors.

2. Provide substantive inputs to building partnerships and support the implementation of resource mobilization strategies.

• Provide substantive inputs to update UN Women Nepal’s partnership and resource mobilization strategies and their implementation;
• Prepare relevant documentation on donors and potential opportunities for resource mobilization;
• Analyze and research the information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

3. Contribute to inter-agency coordination to achieve a coherent and aligned presence for inclusive governance and women’s economic empowerment programmes in Nepal.

• Provide technical support to the supervisor on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed; and
• Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

4. Support advocacy, knowledge building and communication efforts by providing substantive inputs.

• Develop and review background documents, briefs and presentations related to the portfolio areas;
• Identify best practices and lessons learned to guide programme improvement and strategy planning; and
• Provide substantive support to the development of knowledge management strategies, products and methodologies on the portfolio areas.

Required Skills and Experience

Education:

• Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.

• At least 7 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
• Demonstrated professional experience in the fields of gender equality and the empowerment of women is a strong plus;
• Technical experience in working on gender and human rights of women, specifically in the areas of inclusive governance and/or women’s economic empowerment is an asset;
• Proven experience in producing analytical research work is preferred;
• Experience coordinating and liaising with government agencies and/or donors is an asset;
• Experience working in the UN System is an asset;
• Experience in leading/managing a team is an asset.

Language:

• Fluency in English and Nepali is required.
