1. Position: Facility Management Associate

Background
Under the direct supervision of the Administrative Analyst, and overall guidance of the Assistant Resident Representative (Operations), the Facility Management Associate assists in overall management of Common Services in the UN House, ensures efficient administrative and housekeeping services, executes processes and transactions ensuring high quality and accuracy of work. The Facility Management Associate promotes a client-focused, quality and results oriented approach.

The Facility Management Associate works in close collaboration with UNDP Teams and other UN Agencies in the UN House in resolving facility related issues. S/he could supervise clerical and support staff of the Unit. The position is required to carry out facilities management tasks concerning cleanliness, provision of utility, physical check and inspection of the services rendered by the contracted service providers, handling of invoices received from various service providers, maintenance of expenses record and processing of payments on time. The works require liaison with the agency focal points both inside UN House & outside to ensure consistent service delivery.

The incumbent, at times, needs to co-ordinate tasks related to the UN Common Services by providing back-up support to the Administrative Analyst/Common Service Manager during her/his leave or when s/he is away from the office.

Duties and Responsibilities
> Ensure implementation of operational strategies;
> Monitoring of Common Services Contracts;
> Ensure proper common services and support in efficient management of UN House;
> Coordination of Mail Room, Switch board and Maintenance functions;
> Ensure efficient facility management in UN House;
> Facilitation of knowledge building and knowledge sharing;

Required Skills and Experience
Education:  
> Completion of Secondary education. University Degree in Business or Public Administration desirable, but it is not a requirement. Training course in facility management or housekeeping is an advantage.

Experience: 
> Minimum of 6 years experience in administration or facility management.
> Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
> Team player, and has the ability to work under pressure
> Good negotiation and communications skills
> Knowledge of Atlas is an advantage

Language Requirements:  
> Fluency in oral and written English is essential;

2. Position: Human Resources Associate
Background
UNDP has been supporting the Nepalese people in their struggle against poverty since it opened an in-country office in 1963. Much of this support has gone to building up the capacity of government agencies, civil society and community groups to fight poverty, and to bringing these groups and Nepal’s development partners together to design and implement successful projects to contribute to the achievement of Nepal’s development objectives.

In parallel to the roll-out of its new Country Programme, 2018-2022, UNDP Nepal is reorganizing internally and moving towards strategically repositioning UNDP’s contributions in support of the Sustainable Development Goals and collaboration with national development partners.  Nepal is transforming itself in a federal state as per its new Constitution which has implications for how UNDP engages with national and sub-national authorities.  Meanwhile, Nepal’s GNI continues to grow, making graduation from LDC status a scenario for which UNDP needs to begin planning and adapting to different models of development cooperation.

Under the guidance and direct supervision of the Human Resources Analyst, the Human Resources Associate ensures execution of transparent and efficient HR services in CO. The HR Associate promotes a collaborative, client-oriented approach and supports to the maintenance of high staff morale.

The HR Associate can supervise clerical and support staff of the HR Unit. The HR Associate works in close collaboration with the Operations, Programme and projects’ staff in the CO, Regional Bureau and UNDP HQs staff for resolving complex HR-related issues and information exchange.

Duties and Responsibilities

1. Ensures administration and implementation of HR strategies and policies focusing on    achievement of the following results:
> Full compliance of records and reports with UN rules, regulations, UNDP policies, procedures and strategies; effective implementation of the internal control framework.
> CO HR business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management, control of workloads of the supervised staff.
> Provision of information to the management and staff on strategies, rules and regulations.

2.Provides HR services focusing on achievement of the following results:
> Implementation of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels.
> Creation/update of positions in Atlas, association of positions to chart fields (COAs), update of COA information, setting up vendor, performing the functions of Admin.HR, Position Administrator and Absence Processor in Atlas. Preparation of contracts (fixed-term, ICs, SCs) and recurring POs in Atlas. Timely follow up with Finance staff on Global payroll issues.
> Input and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments and separations through Atlas.
> Maintenance of the CO staffing table.
> Preparation of submissions to the Compliance Review Panel.
> Provision of information on benefits/entitlements to the International Staff.
> Maintenance of the rosters including e-rosters.
> Validation of cost-recovery charges in Atlas for HR services provided by UNDP to other Agencies.

3. Ensures proper staff performance management and career development focusing on achievement of the following results:
> Provision of background information and maintenance of the related data acting as Secretary of TMRG.
> Participation in preparation of Whole Office Learning plan and individual learning plans in consultation with the Senior Management, HR Analyst and Learning Manager.

4. Ensures conduct of UN-related surveys focusing on achievement of the following results:
> Collection of information and preparation of reports for comprehensive and interim local salary, hardship and place-to-place surveys. Participation in the work of LSSC.

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
> Organization of trainings for the operations/ projects staff on HR issues.
> Ensures full compliance of all mandatory courses for all staff.
> Synthesis of lessons learnt and best practices in HR.
> Sound contributions to knowledge networks and communities of practice.

Job Description
Required Skills and Experience
Education:    
> Completion of Secondary Education or Bachelor’s degree in the HR Management, Business Administration, Public Administration or a related field.

Experience:  
> Secondary education with 6 years  or Bachelor’s with  3 years of progressively responsible experience at the national or international level in providing HR services.
> Experience in the usage of computers and office software packages (MS Word, Excel etc.)
> Experience in handling of web-based management systems and ERP HR module experience, especially PeopleSoft (Atlas).
> HR certification from a reputable institution is a distinct advantage

Language Requirements:  
> Proficiency in English and Nepali
