Duties
The incumbent manages a program of criminal-justice legislative reform, including reviewing and analyzing draft legislation; advising the U.S. Department of Justice Residential Legal Advisor (RLA) on existing and draft legislation, legal issues and procedures. The incumbent establishes and maintains communication channels with senior Nepali officials involved in drafting and implementing legislation, and serves as liaison between the RLA and such officials. The incumbent plans and organizes conferences and training sessions to combat transnational crime and develop the rule of law and fight corruption. The incumbent manages the budget and administrative activities of a two-person office within the U.S. Mission, Kathmandu.
Qualifications and Evaluations
Requirements:
EXPERIENCE: Minimum 5 years of experience as an attorney in Nepal or in the Nepali justice sector is required.
JOB KNOWLEDGE: Must possess an excellent understanding of the Nepali legal system and criminal justice system, as well as a solid understanding of international legal norms, conventions, and institutions.
Education Requirements:
Completion of University Degree in Law is required.
Evaluations:
LANGUAGE: Level IV (Fluent) speaking/reading/writing English is required. Level IV (Fluent) speaking/reading/writing Nepali is required. English language ability may be tested.
Skills and Abilities: Must be able to use Windows-based computer applications such as MS Word, Excel, Power Point and MS Outlook.
