Terms of Reference (ToR)
For Consultancy Service On Production and Broadcasting Radio Program for “Sisters for Sisters’ Education Project II”
1. Background
VSO has worked in Nepal since 1964, evolving our focus from service delivery in remote districts to our current approach of developing organizational, managerial and civil society capacities to address poverty. One of our key strengths is our ability to work at the community level where the needs are the greatest, sharing skills and experience strategically with people and organizations with the potential to effectively contribute to development in Nepal.Using our unique Volunteering for Development approach we have brought thousands of people together over the years to generate insights, ideas and, above all, action on reducing poverty and exclusion.
The Sisters for Sisters’ Education project IIenvisions that marginalised adolescent girls from four districts in rural Nepal – Surkhet, Parsa, Dhading and Lamjung– will transition from basic to secondary education, and secondary to upper secondary, empowered to leave school to either secure a sustainable livelihood or continue with education. They will be equipped with skills, bolstered by strong learning outcomes that improve employability, enhance confidence and self-esteem to act as leaders, and enable them to influence and control their own sexual and reproductive health rights (SRHR).
This ToR is about the Sisters for Sisters’ Education Project II to produce Radio program Sajilo Sikai. The Proposed Radio Program is in response to COVID-19 Pandemic situation which has created a nationwide lockdown in Nepal and most of the world. Since all the schools are shut down, students and teachers are disconnected which has impacted thousands of children’ education. It envisions to create a platform for teachers and students of grade 9-10 to re-connect and create a new learning space aiming to increase the learning attitude, build the confidence of the students to present their queries at larger mass and provide the opportunity to learn in a new methodology.

2. Scope of Work
The Program shall be broadcast from four local radio station in Dhading, Lamjung, Parsa and Surkhet district.
The objectives of the consultancy are:
- Production of Radio school program Sajilo Sikai connecting teachers and students of grade 9-10 for Dhading, Lamjung, Parsa and Surkhet districts
- Broadcast radio program
- Social media promotion and produce content
- Use Interactive Voice Recording (IVR) system to make it two-way communication medium and for establishing a strong feedback mechanism,
- Document program reach and learning
3. Required Qualifications and Experience
- Consultants/Agency has prior experience in communication; experience in audio/visual production both in production and post-production at national and international levels and focus on Inclusive Education standards;
- Must have proven human resource and technical capacity for the production.
- Extensive experience in producing development work-related for international organizations (Experience in developing communication with the focus to inclusive education will be an advantage).
- Well-equipped and with excellent technical competencies to ensure smooth and high-quality production.
4. Key deliverables- Production of Radio program should be aligned with the CEHRD guideline below:
I. Formation of the Roster of the subject teachers
The roster has the teachers giving valuable contribution and expertise in the formulation of the curriculum and the textbook, as per the data provided by CDC. The roster also contains teachers recommended by the National Examination Board, Education Review Office, etc as the member of their working committee, in their respective work execution.
II. Orientation to the subject teachers
Orientation is organized to familiarised each participant with the program, the complete procedure, individuals’ contribution to the completion of the program. In the orientation, it is briefed on various aspects of scriptwriting and how to lead the script as the main artist during recording.
III. Content mapping workshop
Since the timing, content delivery mechanism and teaching technique of audio lesson prepared for broadcasting and real classroom teaching are different, it is necessary to prepare content mapping in a specified format that contains how much content to be included in an audio lesson, how to deliver, what environment best suite for that subject matter, what activities would best explain the core content of the topic. It is equivalent to the curriculum.
IV. Script Writing on the basic of Content Mapping
Scripts is the written form of dialogue between the two or more characters in the play. It is the main design of the audio lesson. It is the main element for recording and the editing work also.
By experience, it is known that the script of 6-7 pages is needed for the audio lesson of a 15 minute program. Subject teachers are requested to write the scripts for audio lessons. Writer could play on the script and was told to include at least 20% entertainment and about 80% subject content to spellbound the listener (students).
V. Editing of Scripts
The scripts are edited for language check and the content check by another teacher or expert. Verbal language is preferred for the scripts and tried to make as radio-friendly (recordable) as possible.
VI. Script validation through committee
During the script validation, various aspects of the prepared script are discussed in the committee chaired by DG/DDG and needy suggestions are given to the individual.
VII. Selection of Main Character (Teacher) and Students
Most scripts take the teacher as the main character and the dialogue is between the teacher and the students. Exceptionally, some scripts present senior citizens, society head, office personnel etc as main characters.
Teachers are selected for the recording as per their compatibility to the radio recording, sweetness in the voice and various other factors. Students are the real students from the school, that is, the student should be from the respective grade as mentioned in the script.
VIII. Recording and Editing
The main part of the production is recording and editing. Various technical parameters should be considered during recording and editing. Final audio lesson is of 15 minute and submitted to the finalization committee. Re-recording and editing could be needed as per the recommendation from the finalization committee.
IX. Audio Lesson Finalization
A final edited version of the audio lesson is discussed about its various aspects in the final validation committee meeting. Committee is chaired by DG/DDG, subject experts, section head/staff, technical personnel and finalize the audio lesson whether suitable for broadcasting or not.
X. Broadcasting/Distribution
Thus produced audio lessons are broadcasted through various radio broadcasting mediums. It is expected to cover the whole country and maximum number of students could be benefited.
XI. Upload of Audio Lesson in Youtube, Educational Portal etc
Audio lessons produced are uploaded in youtube, the centre’s education portal, so that a lot of beneficiaries could get access to these learning materials. Presently, a lot of Radio Broadcasting Organisations are requesting permission for getting those materials and broadcast through their respective FM radio stations.
5. Detailed work plan
The work schedule will be developed alongside the SfSEII Team and Center for Education and Human Resource Development.
Applicants are required to provide a detailed work plan incorporating all relevant tasks and milestones from start to finish of the production
6. Budget:
The total Budget for the Radio program is NPR 10,00,000-/ (Rupees One Million only)
7. Logistics and Quality Assurance Procedures
Ethical plan: Production houseis required to set out their approach to ensuring complete compliance with international good practice with regards to ethics and protocols particularly with regards to safeguarding children, vulnerable groups and those in fragile and conflict-affected states. Consideration should be given to:
- Administrative, technical and physical safeguards to protect the confidentiality of those participating in the Radio program;
- DO NO HARM to any lingual, sex, culture and sovereignty with the content
- Data protection and secure maintenance procedures for personal information;
- Age-appropriate assent processes based on reasonable assumptions about comprehension for the ages of children they intend to involve in the documentary.
8. Reporting and Contracting Arrangements
The production house will be expected to identify a Project Lead for communication and reporting purposes. The Team will be required to submit the timeline and evidence of the broadcast content
9. Intellectual Property
This assignment is being funded by UK Aid and led by VSO and therefore it shall be the owner of the assignment output. All information related to this video will remain the property of VSO Nepal. Except for purposes of this assignment, the information will not be disclosed to the public nor used in whatever without written permission from VSO Nepal.
10. Application Procedure
Consultancy firms are required to submit the following:
- Track record in developing/conducting media campaigns for development sector.
- Have national level geographical coverage.
- Expression of interest outlining how the agency meets the selection
- criteria and their understanding of the TOR.
- Dedicated team members having relevant experience with names and
- CVs of the proposed team members.
- An organizational profile containing evidence of the work done in this area.

11. Reporting
The Consultant will report to the project’s Monitoring, Documentation and Communication Coordinator.
