Institute of Himalayan Risk Reduction (IHRR) is an organization established with an objective to assess and understand the risk to contribute to sustainability. Complying with the Sendai Framework for Disaster Risk Reduction(SFDRR), IHRR envisions to understand the risk and application of interdisciplinary knowledge with Science, Engineering, Technology and Innovation to contribute for risk reduction and bridging of academic research with professionals and policymakers for sustainability.

The team consists of professionals with expertise and experiences in the field of disaster risk management in understanding the risk, conducting academic research, and field-level implementations in Nepal and different parts of the world.

Senior Administration and Finance Officer

Institute of Himalayan Risk Reduction (IHRR) is a non-profit organization dedicated to strengthening disaster risk reduction, climate resilience, humanitarian action, and sustainable development.

We are seeking a qualified, proactive, and detail-oriented Senior Administration and Finance Officer to oversee sound financial stewardship and ensure efficient administrative operations. The candidate will devote approximately 70% of their engagement to financial management and compliance and 30% to administrative and operational support, ensuring full alignment with donor guidelines, government regulations, and organizational policies.

Budgeting & Planning: Support preparation, monitoring, and revision of project and organizational budgets; conduct variance analysis and expenditure forecasting.

Accounting & Reporting: Maintain complete accounting records in software (e.g., Tally/FAMAS); process payment vouchers/invoices; prepare monthly, quarterly, annual, and donor-specific financial reports.

Banking & Cash Flow: Monitor organizational cash flow, manage electronic payments, and prepare routine bank reconciliations.

Taxation & Statutory Compliance: Calculate and deposit applicable taxes (TDS); manage the Electronic Tax Deduction at Source (E-TDS) system; ensure compliance with Nepal tax laws.

Grants & Donor Compliance: Monitor grant utilization against donor formats; review project financial documentation; ensure adherence to donor guidelines.

Audit & Internal Controls: Coordinate internal/external audits; prepare audit schedules; respond to queries and strengthen internal risk control mechanisms.

Procurement Financial Verification: Verify procurement files prior to payment and maintain fixed asset ledgers.

Office Administration: Ensure smooth day-to-day operations, maintain office inventories, and manage facility maintenance.

Procurement Support: Coordinate vendor quotations, maintain vendor databases, and prepare procurement documentation.

Logistics & Travel: Manage staff travel logistics, accommodation, transport, and workshop/event management.

HR Support: Assist in onboarding, maintaining confidential personnel files, and supporting leave/attendance tracking.

External Coordination: Liaise with banks, auditors, vendors, government offices, and regulatory agencies (e.g., Social Welfare Council - SWC) as designated.

Bachelor's Degree in Finance, Accounting, Business Administration, Management, or a related field with at least 5 years of experience managing finance/admin in donor-funded projects/NGOs.

A Master's degree in a relevant field is considered an added advantage.

Strong proficiency in accounting principles and hands-on experience with accounting software (e.g., Tally, FAMAS).

Advanced proficiency in Microsoft Excel, Word, and PowerPoint.

Solid knowledge of Nepal Government tax regulations (E-TDS, VAT, PAN compliance) and NGO/SWC compliance processes.

Demonstrated knowledge of donor financial rules, reporting frameworks, and audit readiness.

Strong organizational, interpersonal, and communication skills in both English and Nepali.
