People in Need (PIN) is a

non-governmental, non-profit, international organization founded in the Czech 1992.

PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015

earthquake. Since its inception in Nepal, PIN has had a strong role in

designing and facilitating systemic solutions advocating for and addressing the

needs of vulnerable populations affected by disasters including person

categories who live in geographically remote areas of the country, historically

marginalized ethnic groups, and those marginalized because of their age and/or

gender identity. Currently, PIN Nepal is implementing programmes under three

strategic pillars 1) Emergency response and recovery, 2) Climate resilience,

and 3) Civil society and inclusive governance. PIN Nepal team works in and

promotes strong partnerships with civil society, Government of Nepal, academia,

private sector and other key stakeholders in Nepal. Together with them, PIN

Nepal has become one of the pioneer organizations advancing programmes such as

landslide disaster preparedness and anticipatory action, climate and flood

resilient housing, durable local solutions, climate change modelling for more

inclusive and efficient local decision-making, girls and inclusive education,

waste management and circular economy approaches. PIN is strongly committed for

People

in Need (PIN) is implementing an Emergency Flood Response Project in Rasuwa

District to provide timely humanitarian assistance to flood-affected

communities. The project focuses on addressing immediate humanitarian needs

through emergency relief, early recovery support, and the restoration of essential

services while ensuring accountability, compliance, and efficient use of

resources.

The MEAL Officer will support the implementation of

the MEAL framework for Emergency Flood Response. This includes data collection,

monitoring project progress, building partner capacity, and preparing quality

reports. The MEAL Officer will maintain clear communication with stakeholders,

mainstream Gender Equality, Disability, and Social Inclusion (GEDSI) in

planning and reporting, and uphold PIN Nepal's safeguarding policies.

Additionally, they will utilize PIN's accountability platform to gather

feedback and promote government mechanisms for two-way communication with

communities.

Assist in implementing the MEAL framework, including data

collection and analysis, to monitor project progress and impact.

Conduct regular field visits to monitor project

activities, ensuring data quality and adherence to established protocols.

Support the design and execution of baseline, mid-term,

and end-line evaluations to assess project progress and impact.

Utilize both quantitative and qualitative data analysis

techniques to generate actionable insights for project improvement.

Support in preparation of accurate timely MEAL reports,

including progress updates and thematic analyses, to inform decision-making

processes.

Support the establishment and management of feedback

mechanisms to gather input from project beneficiaries and stakeholders,

ensuring transparency and responsiveness.

Monitor the effectiveness of feedback systems and ensure

that community concerns are addressed promptly.

Facilitate community engagement sessions to validate

findings and promote ownership of project outcomes.

Document and disseminate best practices, lessons learned,

and success stories to promote organizational learning and inform future

programming.

Organize and facilitate learning events, workshops, and knowledge-sharing

sessions with project staff and stakeholders.

Support the integration of MEAL findings into project

planning and implementation to ensure adaptive management.

Provide training and technical support to enumerators and

partners on MEAL methodologies, data management, and analysis.

Strengthen the capacity of field teams to implement MEAL

activities effectively and ensure data quality.

Support to maintain project databases to ensure

accurate and accessible data storage.

Ensure that data collection tools are appropriately

designed and utilized across project sites.

Promote the use of data for decision-making and

continuous improvement within project teams.

Gender

Equality, Disability, and Social Inclusion (GEDSI) Mainstreaming

Ensure GEDSI considerations are integrated into all MEAL

activities and project planning.

Highlight GEDSI-related results in monitoring and

evaluation plans and reflect them in reporting.

Ensure the project activities are planned and implemented

in a gender-sensitive and inclusive manner and that all implementing partners

are sensitized and trained in monitoring and reporting of gender and social

inclusion-sensitive results.

Community

Feedback and Response Mechanism (CFRM)

Utilize PIN's existing accountability platform (Community

Feedback Response Mechanism - CFRM) and promote government accountability

platforms to receive community feedback and foster two-way communication with

the community/stakeholders.

Adhere to PIN-Nepal's policies, guidance, and procedures,

with special attention to safeguarding standards and procedures, case handling
