Swisscontact, established in 1959 in Switzerland, is a leading partner organisation for the implementation of international development projects. Swisscontact, registered as an International Non-Governmental Organisation in Nepal, has been operating in Nepal since 1991. Currently, Swisscontact in Nepal has six development programmes across all seven provinces.

The Municipal Revenue Enhancement Project (MunRev) is a bilateral initiative of the Governments of Nepal and Switzerland, implemented by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration (MoLMCFAGA) and selected 12 partner municipalities of Koshi and Bagmati Provinces, with technical assistance from Swisscontact in Nepal. MunRev supports local governments to strengthen own-source revenue and tax compliance, improve inclusive and transparent public service delivery, and foster cross-government learning for better-informed fiscal policy, with gender equality and social inclusion (GESI) mainstreamed throughout. Through these efforts, the project aims to enhance the fiscal capacity of local governments and improve services for all citizens, including women and disadvantaged groups.

Purpose of the Job

Under the supervision of the Finance and Admin Manager, the Finance Officer will support for smooth functioning of day-to-day financial operations and its activities and ensuring that the Program is operating smoothly and without disruptions with respect to financial and reporting needsof the project in accordance with Swisscontact’s rules and regulations.

Essential Functions and Responsibilities

1.Compliance with policies, rules/regulations, and guidelines

Adhere to relevant policies, procedures, rules, regulations, and guidelines of Swisscontact in Nepal (Country Manual for Business Administration, Code of Conduct Against Corruption, Conflict of Interest, Basic Operating Guideline (BoG), Local Security Management Plan, Gender Equality and Social Inclusion Guideline and other specific policies guidelines and manuals applicable for the MunRev). www.swisscontact.org/en/country/nepal www.swisscontact.org/en/country/nepal

2. Management of day – to – day Financial Work, Monitoring and Reporting

Manage day-to-day financial operations, ensuring compliance with Swisscontact policies, donor requirements, approved budgets, and applicable Government of Nepal financial and tax regulations.

Review and process payment requests, invoices, advances, travel claims, settlements, payroll, and other financial transactions with proper documentation, coding, approvals, and supporting evidence.

Maintain accurate accounting records, including payment vouchers, journals, petty cash, bank accounts, reconciliations, and tax/SSF records.

Ensure timely and accurate TDS, VAT, SSF, and other statutory compliance, including VAT refund and reconciliation processes.

Monitor advances, outstanding balances, commitments, and expenditure against approved budgets; identify variances and financial risks and provide timely updates to management.

Support cash-flow planning, fund requisitions, financial closing, and periodic financial reporting.

Maintain accurate, complete, and audit-ready financial records, ensuring systematic filing and retention of vouchers, invoices, contracts, tax documents, bank records, reconciliations, and other supporting documents in accordance with Swisscontact and donor requirements.

Manage payroll-related financial processes, including processing of salaries, benefits, statutory deductions, and other staff-related payment.

Prepare and support monthly, half-yearly, and year-end financial closing, ensuring completeness, accuracy, and timely submission of financial information and reports.

Coordinate with Finance/Admin and other relevant teams to ensure effective segregation of duties and timely financial processes.

Contribute to strengthening financial controls, process efficiency, digitalization, and cross-programme financial learning.

Perform other finance-related duties as assigned by the Finance and Admin Manager and/or Team Leader.

Provide financial guidance and support to project staff on budget management, advances, expense settlements, procurement-related financial requirements, tax matters, and applicable financial procedures.

Proactively coordinate and contribute to inter-programme collaboration and knowledge sharing with other Swisscontact programmes and the Country Office, where relevant and feasible.

Perform other finance-related duties and responsibilities as assigned by the Finance and Admin Manager and/or Team Leader.

3. Budget Development and Financial Planning Support

Assist in the development, review, and revision of MunRev project and provincial budgets, ensuring alignment with project objectives, annual plans, approved activities, and available resources.

Support the preparation of monthly expenditure forecasts and cash-flow projections and provide timely financial inputs for project planning and implementation.

Contribute to the preparation and periodic review of the Yearly Plan of Operations (YPO), particularly in relation to activity costing, budget allocation, and financial resource requirements.

Maintain accurate and accessible budget records, including approved budgets, revisions, expenditures, commitments, and available balances.

Provide timely financial analysis and information to support management decisions and effective utilization of project resources.

4.Technical Financial Support to Partner Municipalities and Provincial Teams

Provide financial guidance to provincial teams and partner municipalities on budgeting, expenditure management, documentation, advances, settlements, procurement-related financial requirements, and compliance.

Support financial planning and monitoring of activities implemented with the 12 partner municipalities in Koshi and Bagmati Provinces.

Facilitate resolution of finance-related queries and strengthen financial documentation, accountability, and internal controls.

Conduct field visits, as required, to review financial processes, monitor progress, identify risks, and provide technical support.

Contribute to strengthening financial management practices and learning across project locations.

5. Consultancy Contract Review and Financial Disbursement

Review consultancy contracts, agreements, and amendments from financial and compliance perspectives, including payment terms, taxation, and budget availability.

Verify consultancy fees, invoices, deliverables, reports, and supporting documents before payment.

Ensure timely processing of consultancy payments and applicable TDS, VAT, and other statutory deductions.

Maintain records of consultancy commitments, contracts, payments, and outstanding balances and provide relevant financial updates.

6. Financial Compliance, Coordination and Advisory Support

Ensure consistent application of Swisscontact financial policies, internal controls, donor requirements, and applicable Government of Nepal financial and tax regulations.

Provide financial advice to project management and technical teams on budgeting, expenditure eligibility, taxation, procurement-related financial requirements, and controls.

Coordinate with Programme, and technical teams for effective financial planning and implementation.

Contribute to improving financial systems, processes, documentation, controls, and digital financial management practices.

Support knowledge sharing and cross-project learning on financial management and compliance.

Qualifications and Competencies

Bachelor’s degree or higher in Accountancy, Financial Management, or a relevant field; Master’s degree will be an advantage.

Minimum 3 years of relevant finance/accounting experience, preferably with donor-funded projects, NGOs/INGOs, or development cooperation organizations.

Proficiency in MS Office (particularly Excel) and accounting/financial management software.

Good knowledge of financial management, taxation, compliance, and internal controls.

Ability to work under pressure and meet tight deadlines.

Good communication skills in both English and Nepali (verbal and written).
