The Role
The Human Resources and Administration Manager (HRAM) will proactively manage the Human Resources and operations function of the CBM Country Office for Nepal. The HRAM will lead the implementation of CBM’s Human Resource strategies, policies, infrastructure systems which facilitate the attraction, management, development and retention of the people. HRAC will also ensure compliance with Operations guidelines and policies in implementing operational aspects in the office in compliance with statutory requirements and CBM Global practices.

Based: CBM NCO Office, Lalitpur, Nepal.
Reports to: Country Director
Term: Open Ended Contract
Salary: The salary offered will be competitive, dependents on skills and experience.

Key responsibilities:
Human Resource Management

Strategy, policy and guidelines

  • Implement CO HR plans aligned with Global HR strategy and guidelines;
  • Lead the process of updating or review of existing HR Guidelines for CBM in the country such as recruitment, training and development, talent management, compensation and benefits, conflict management, health, safety & security management, and HR internal and external communication;
  • Facilitate and maintain good relationships among employees and ensure that grievances and questions with respect to working conditions, health, safety & security and other change initiatives are escalated to the Country Director in good time;
  • Proactively promote CBM’s values and culture within the organisation;
  • Carry out external comparison of Compensation and Benefits for Country Office (CO) with tools to do so at country-level;

Training and Development

  • Lead the coordination of staff training and development;
  • Provide managers with methodology and tools to coach them in efficiently managing their teams;
  • Oversee staff development initiatives (mentoring, coaching and training) and succession planning with relevant line-managers;
  • Reinforce team-building practices and activities to promote team-work and employee motivation in order to enhance employee productivity;
  • Consolidate staff development needs and put in place a country training and development plan
  • Carry out periodical trainings and informational sessions for CBM staff on HR best practices and new policies and guidelines to ensure responsibilities, authorities and accountabilities are defined and understood

Compliance

  • Ensure that Inclusion principles are integrated into CBM HR plans, policies and practices;
  • Ensure adherence to CBM health, safety & security guidelines by all staff in the region;
  • Ensure that legal and administrative requirements regarding recruitment and selection, contracts, staff induction and exit interviews, grievance handling vacation, wage guidelines etc., in the CO are being adhered to;

Administrative processes related to HR

  • Ensure on-time delivery of HR services, accuracy of information and legal compliance;
  • Maintain and disseminate relevant HR data and documentation / reports;
  • Ensure that performance management process is executed by line managers
  • Establish and maintain / update classification of jobs in CBM (Job categorisation)
  • Support line managers in a holistic recruitment process;
  • Manage the process of orientation of personnel in line with CBM departments and HR policies and guidelines;
  • Ensure the development and review of job descriptions
  • Manage regularly with Programme and Finance and Administration departments regarding common issues;

Safeguarding

  • Act as country office safeguarding focal point;
  • Provide support to Country Office programmes to prevent and respond to safeguarding incidents and concerns.
  • Escalate incident reports appropriately and seek additional support as needed when managing incidents.
  • Raise awareness and promote best practices in safeguarding through trainings, briefings and regular communication with in-country teams and stakeholders.

Procurement

  • Oversee the process of procurement of goods and services in line with the CBM guidelines and policy.
  • Initiate the rollout development of procurement plan and oversee procurement tracker.

Administration:

  • Lead the process of project agreement, general agreement, and other evaluation and compliance related to Social Welfare Council (SWC).
  • Lead any processes related to organisation registration and revewal.
  • Oversee fleet management and provide proper guidance to the subordinate in regards to fleet management to ensure proper functioning of the official businesses.
  • Oversee asset and inventory, in line with local and CBM or donor requirements, as applicable.

Health Safety and security

  • Lead and develop incountry safety and security plan in compliance to CBM Global standards;
  • Coordinate and manage staff wellbeing;
  • Oversee all compliance related to health, safety, and security of the organization;

Humanitarian

  • In case of Emergency in the country and requirement of the organization deploy in the emergency response management initiatives as per the requirement of the organization.

Additional Responsibilities

  • Upon instruction by the line-manager, perform additional activities, which either are by their nature related to experience in the field of expertise or evolve from operational requirements.
  • To be a member of the CBM CO Health, Safety & Security Management Team;

Personal Specification

Experience and knowledge

  • Requires 5-8 years’ experience in human resources and administration management with international organization in the context of Nepal: Essential
  • Self-professional management skill in little supervision: Essential
  • 1 years’ disability related experience: Desired

Skill /Competencies/personal qualities

  • Practical computer skills (Microsoft word, Excel, PowerPoint and internet); Essential
  • Strong Communication skill in the English language (oral & written); Essential

  • Master’s degree or equivalent qualification and/or Professional qualification in HRM/D, Leadership or Organizational Development (or Behavior) or Management.: Essential
