Summary

Save the Children is seeking a Chief of Party (COP) for the upcoming USAID-funded Equity and Inclusion in Education Project in Nepal. The purpose of the project is to support the Government of Nepal in reducing out of school children and improving learning outcomes for marginalized students. To achieve this, USAID seeks to support efforts to provide targeted support to municipalities to implement evidence based interventions that are driven by the local context in agreed upon provinces of either Province 2, Sudurpaschim, and/or Karnali.

The COP is the senior leader on the project and provides technical leadership, strategic oversight, and overall coordination to implement a successful education program that supports USAID/___ Framework and builds on Save the Children’s education accomplishments within Nepal. The Project Director will coordinate linkages to Save the Children’s strategic priorities within country and will lead the technical implementation for this program valued at $20M in funding over five years.

This position is contingent upon donor approval and funding.

What You’ll Be Doing (Essential Duties)

  • Represent Save the Children and the project in formal and informal relationships with USAID, partners, government authorities and other stakeholders, as appropriate;
  • Manage staff and ensure the program meets stated goals and reporting requirements, including the quality, timeliness, and efficiency of all products and activities throughout the life of the project;
  • Lead the program’s annual work planning process, detailing resource deployment estimates (personnel, equipment, and budget) necessary to achieve proposed milestones and targets;
  • Ensure that efficient systems to support all aspects of the program are in place and support the effective use of program resources in compliance with USAID regulations and Save the Children policies;
  • Ensure sound grant implementation and management by sub-grantees and project staff and the timely submission of all technical and financial deliverables to USAID;
  • Work with and manage national and local partners to assist in the implementation of the project.
  • Ensure that efficient systems are in place to support all aspects of project activity, including grant management and project monitoring and evaluation, and that they support the effective use of project resources in compliance with USAID regulations.
  • Supervise identification and selection of appropriate short- and long-term technical assistance;
  • Represent the project for Save the Children in formal and informal relationships with USAID, the Government of Nepal, other donors and partners;
  • Serve as principle institutional liaison with USAID, partners, and key stakeholders.
  • Promote the voice of children and their caregivers, especially from disadvantaged groups, throughout the project cycle.

Required Qualifications

  • Proven commitment to child rights, gender equality and social inclusion
  • Master’s degree in education, project management, international development, or a related field from an accredited university is required;
  • At least ten years’ experience managing and implementing education programs in developing countries is preferred, and at least five years of experience in senior program management (including direct supervision of professional and support staff) is required;
  • Familiarity with USAID regulations and policies;
  • Demonstrated ability to establish and sustain professional relationships with host country government counterparts, local organizations, and partners;
  • Experience working with local governments to support and strengthen systems;
  • Demonstrated skills in leadership and supervision, with an ability to develop and work through both government and non-government partners effectively and build cohesiveness;
  • Experience in recruiting, developing and managing staff, with a gender equality and inclusion focus;
  • Strong interpersonal and people management skills;
  • Demonstrated ability to multitask and move forward multiple priorities simultaneously;
  • Strong understanding and knowledge of evidence-based and promising literacy and socio-emotional learning models, and best practices in improving and institutionalizing quality reading and math programs within public education systems in low resource contexts.
  • Knowledge and familiarity with the Nepalese education context is in particular in relation to barriers for minority or disadvantaged groups ; Asia regional experience is also valuable;
  • Experience managing programmatic and financial reporting requirements;
  • Experience with USAID Monitoring and Evaluation requirements and processes, including Collaborating, Learning, Adapting (CLA) practices;
  • Excellent written and oral communication skills in English are required.

Preferred Qualifications

  • Experience with early-grade or family literacy programming;
  • Prior experience in Nepal.
  • Fluency in local languages of the proposed program areas
