In prioritizing inclusive governance UN Women Nepal seeks to advance women’s political empowerment and leadership and enhance women’s access to justice in Nepal’s federal structure. Towards this goal UN Women works with elected officials, civil servants and citizens at all levels. The approach extends beyond policy and law reform, to implementation and monitoring of policies, supporting the development of plans and budgets, enhancing the capacity of key government officials, and promoting gender equality and social inclusion in local governance. In addition, UN Women works together with excluded groups to support their active participation and enable their voices to be heard. Throughout this work, UN Women seeks to contribute to transforming discriminatory social norms and eliminating harmful practices and behaviours, including violence against women. All of the above contribute to fulfilling Nepal’s obligations to international treaties and commitments, including regular reporting on progress related to the Sustainable Development Goals (SDGs), the Beijing Platform for Action and to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).
Since early 2020, Nepal has experienced two waves of the COVID 19 pandemic, with significant socio-economic impacts on women and girls, particularly those from excluded and vulnerable communities . In this context, UN Women Nepal Country Office (NCO) has adopted a developmental lens to respond to the current humanitarian crisis across its programming areas. In taking a development approach to a health and humanitarian crisis, UN Women is focusing its efforts on addressing the immediate needs of the most marginalized women; at the same time identifying the longer-term effects play out in the lives of women – in terms of socio-economic hardships. Since the onset of the pandemic, UN Women Nepal has been implementing a continuum of new interventions that account for a full range of women’s needs across the humanitarian-development continuum.
Reporting to the Head of Programmes, the Programme Specialist Inclusive Governance exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her/their portfolio. The Programme Specialist works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

1. Provision of top quality advisory and programme development services

  • Thorough analysis and research of the political, social and economic situation in the country related to inclusive governance and leadership and preparation of substantive inputs to the UN Women country office programme planning in those areas.
  • Constant monitoring and analysis of the programme environment, timely readjustment of programme interventions.
  • Identification of areas for support and interventions within the thematic area assigned.
  • Design and formulation of programme initiatives within the area of responsibility, translating UN Women’s priorities into specific interventions.
  • Provision of technical advisory support to the Office Management on issues related to inclusive governance and women’s leadership

2. Management of the CO programmes and supervision of relevant programme team staff

  • Finalize the annual workplan and budget for assigned programmes/projects on inclusive governance and economic security & rights initiatives and manage their implementation
  • Exercise overall responsibility for planning, implementation, management, and monitoring of assigned programmes and projects.
  • Provide guidance and oversight to staff and partners on Results Based Management tools and performance indicators.
  • Manage the technical implementation of programmes and projects; ensure synergies with other teams
  • Lead programmes/projects appraisal and evaluation according to results-based management requirements.
  • Coordinate and supervise the activities of programme staff, project staff, experts, consultants and other members working in the programme team. Mentor and coach team members and conduct performance assessments.
  • Responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents.
  • Ensure timely production and submission of all progress reports, financial reports, and other deliverables by all members of the project team, contractors and project partners.
  • Conduct field visits to supervise, coordinate and monitor field level activities and oversee field missions and review monitoring reports of team members.

3. Inter-agency coordination support

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities.
  • Take part in country level Comprehensive Country Assessment (CCA)/UN Sustainable Development Cooperation Framework processes and similar exercises related to the RC system, providing substantive inputs related to gender equality and women’s rights and ensuring that gender concerns are clearly reflected and mainstreamed in process.
  • Prepare analytical and progress reports on UN Women’s programme experiences in support of UN Women inter-agency coordination role.
  • Coordinate with other UN agencies, development partners, government agencies and civil society to promote coherence and synergy with other in-country efforts.

4. Strategic partnerships building and resource mobilization support

  • Implement the office partnerships and resource mobilization strategies to achieve programme outcomes within the areas assigned.
  • Develop and strengthen partnerships with the relevant UN agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Determine programmatic areas of cooperation based on strategic goals of UN Women, country needs and donors’ priorities.
  • Analyse and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for cost-sharing.
  • Pursue resource mobilization activities for fund raising in coordination with the UN Women Representative, Deputy Representative and Head of Programmes.

5. Advocacy support and facilitation of knowledge building and management

  • Support the establishment of advocacy networks at national level and linkages to international networks related to inclusive governance and women’s economic security and rights.
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners.
  • Identify and synthesise best practices and lessons learned to guide programme improvement, policy development and advocacy, and strategic planning
  • Proactively contribute to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master’s Degree in International Development, Gender, Human Rights, Law, Political Science or in other related Social Sciences.

Experience:

  • At least 5 years progressively responsible experience in programme design, planning, implementation, monitoring and evaluation, donor reporting and capacity building
  • Technical expertise in inclusive governance, women’s political empowerment and leadership
  • Experience establishing linkages and working relationships among international organizations, national and subnational governments and civil society
  • Experience leading or managing a team
  • Prior experience in the UN System will be an asset.

Language Requirements:

  • Fluency in written and oral English and Nepali is required;
  • Knowledge of other local languages of Nepal is an asset.
