Position Overview:

The Officer, School Infrastructure (SIPO) will be responsible for managing all aspects of the School Infrastructure (SI) program including surveying, program implementation, supervising construction sites, monitoring and evaluation and project reporting. S/he will provide technical oversight and assistance to school/partner construction committees to ensure high quality and timely implementation of construction projects. S/he will require frequent travel to various project sites within Nepal and report directly to Field Manager, Program Operations (FPM) and supervise the Sub-engineers under her/ him.

Duties & Responsibilities:

  • Lead and carry out the damage assessment survey along with Sub-engineers
  • Analyze the information and prepare reconstruction activities to be carried out in the school and prepare detail cost estimations for reconstruction for each project schools
  • Organize and oversee the complete process of constructing RtR supported projects in the allocated district(s)
  • Develop training packages and facilitate district team members for conducting Family and Community Engagement (F&CE) meeting, capacity building training to School Construction Committee (SCC) members and technical training to building masons
  • Prepare/update Memorandum of Understanding (MoU) for construction work
  • Develop training packages and conduct trainings for sub-engineers enabling them to maintain quality in construction, follow-up designs and specification during construction
  • Develop training packages and conduct trainings on routine and preventive maintenance on building maintenance for construction supervisors and school authorities

Develop monthly plan for site visits, organize visits in project sites to:

– Monitor construction documentation process.

– Monitor stock register for construction materials.

– Monitor income-expenditure records.

– Monitor shortage and stock of materials at site.

– Monitor quality and progress of construction.

– Monitor work schedule followed by labor contractor and provide technical support to the SCC as per need.

– Insure that construction work is ongoing as agreed upon, particularly with respect to design, quality, timeliness, and approved budget as agreed in the agreement.

  • Collect monthly fund request of reconstruction from the Sub-engineers, verify the expenditure and recommend to Field Manager, Program Operations (FPM) for the reimbursement
  • Update progress and completion reports of School Rooms (SRs) into Global Solution Database (GSD) Provide technical and managerial support to Senior Program Associates (Sr. SIPA), Sub-engineers and labor contractors particularly with respect to School Infrastructure so that the schools are constructed as per the guidelines of the program within the given time frame
  • Continuously assess strategies to enhance the School Infrastructure program’s impact and sustainability in schools and communities
  • Prepare monthly progress reports of School reconstruction and share with FPM, Manager, School Infrastructure (SIPM), Program Operations Director (POD) and Country Director (CD)
  • Prepare donor application reports and completion reports of the schools and upload it in GSD
  • Document best practices and lessons learned during field work and share when required with other SI team, SIPM, POD and CD
  • Participate in any other activities which may be required to be undertaken to fulfill the objectives of the organization

Meetings/Networking:

  • Establish and manage relationships with other NGO’s, government officials and local educational facilities/authorities; schedule and attend meetings with them to coordinate planning and implementation of projects
  • Represent RtR at relevant meetings and occasionally assist in hosting key donor visits
  • Provide regular updates on program activities and plans at regular meetings with management’s staff
  • Document best practices and lessons learned during field work and share with other project sites, relevant local staff, the CD and appropriate US based SIPOs
  • Participate in any other activities which may be required to be undertaken to fulfill the objectives of the organization

Qualifications:

Required:

  • Bachelor’s Degree in Engineering (Civil) with at least 5 years’ experience in civil engineering especially in structural design and building construction
  • Strong planning, supervising, and program development skills
  • Expertise in designing and delivering training programs based on the needs
  • Strong verbal and written communication skills in English
  • Ability to travel frequently to districts throughout the country

Preferred:

  • Experience of undertaking school construction work at community level by mobilizing local contribution
