Position: Program Finance Officer

Job Location : Kathmandu, Nepal

Education:

• Master’s degree in management, commerce, or accounting from a recognized university preferred. Bachelor’s degree in management, commerce, or accounting, or substantial related experience as a minimum

Experience:

• Five years financial management experience, preferably with an international development organization
Other:
• Excellent communication and interpersonal skills in English and Nepali, and Ability to harmoniously interact with people from a variety of cultural and professional backgrounds
• Advanced computer skills (Microsoft Windows, Word, Excel, PowerPoint, Outlook, internet)
• Experience in financial management of DFAT agreements highly desirable

Job Description

Summary of Job Responsibilities:

The Program Finance Officer is responsible for managing assigned donor portfolio(s), including compliance with Foundation and donor policies, rules and regulations, financial record keeping, and program cash flow for assigned portfolio(s). The Program Finance Officer also monitors the financial management of grantees under the portfolio.

Financial Management

• Conduct due diligence of grantees and prepare due diligence reports
• Review grantee budgets for accuracy and reasonableness.
• Prepare letters and amendments of grants and contracts.
• Ensure timely submission of financial reports (TAF 209) from grantees and verify financial reporting and resolve any outstanding issues
• Review financial reports and inspect all bills and vouchers for accuracy and completeness and prepare review reports
• Conduct regular field visits/office site visits to partner organizations to inspect financial
• Control systems and verify bills and vouchers and prepare reports for corrective measures
• Provide support to the Senior Finance Officer to implement any new financial control measures and conduct financial management
• training to TAF and its partners staff
• Prepare monthly requests for payment (RFP) for grantees
• Review and analyze monthly project Cognos reports
• Review and monitor spending projection for assigned projects
• Analyze and manage cash flow for assigned projects
• Consult with program colleagues on project budget matters
• Communicate with team members of the Finance and Grants unit on weekly fund requests, banking, and payment issues

• Any other tasks assigned by supervisor, Country Representative or designate
