Background
The newly established Federal Parliament and provincial assemblies are the most important democratic institutions in Nepal. Since 2008 UNDP has supported first the Constituent Assembly and later the Legislature Parliament in their tasks of participatory constitution-building, law-making and oversight. This was first done through the project Support to Participatory Constitution-Building in Nepal (SPCBN). In 2015 the SPCBN project was replaced by/transformed into the more comprehensive Parliament Support Project (PSP). UNDP is now proceeding with a second phase of that project.
PSP II will focus on strengthening the Federal Parliament and provincial assemblies of Nepal. The main counterpart is the nine parliament secretariats and the committees established in each parliament. The project aims at strengthening the institution parliament as such in its role as legislator, oversight body and representative of the people. PSP II will focus on five specific outputs: (i) the effectiveness of parliaments to participate in PFM at the national and sub-national levels; (ii) the ability of parliaments to be fully engaged in the implementation of the 2030 Agenda and the SDGs through their roles in law-making and oversight; (iii) increased transparency within the work of the parliaments to address the need for information about their work and to address the potential for political anomalies; (iv) the institutionalization of the engagement of women, youth and disadvantaged groups to ensure their voices are heard during parliamentary processes; and (v) targeted support to MPs, representing women and disadvantaged groups to support them in assuming more leadership roles within parliament and their parliamentary party groups.
Duties and Responsibilities
Under the overall supervision of National Project Manager (NPM), GESI Officer will perform the following duties:
Support National Project Manager in the implementation of activities from GESI perspective:
• Provide advice to implement the gender and social inclusion strategy for the parliaments of Nepal and facilitate the consultation processes;
• Provide advice on gender and social inclusion issues to the PSP to be addressed in different stages of the parliaments’ work;
• Provide advice to the PSP with gender and social inclusion related information for the development of national level guidelines, policies and legislations;
• Take lead in coordinating consultations with the gender equality and social inclusion consultative group for the PSP, comprising of gender experts, women representing different marginalized groups, PSP officials and other stakeholders and to seek feedback in relation to gender issues in the work of parliaments;
• Coordinate the implementation of the approved capacity building activities from a managerial and technical perspective. This will include the administration of pre and post training assessments and compilation of proceedings.
• Provide inputs on the gender and social inclusion in the annual work plan of the PSP, monitor actions and draft quarterly and annual reports;
• Take a lead in designing and implementing an inclusive and diverse outreach and proportional participation strategy;
• Facilitate gender equality and social inclusion training sessions;
• Report to the Supervisor on regular basis according to the needs and format of the program;
• Analyze data from GESI perspective and report to the manager.
Support the facilitation of knowledge building and knowledge sharing:
• Document major achievements and challenges in promoting gender equality in the work of parliaments;
• Provide PSP with gender and social inclusion related information to generate sex-disaggregated data relevant to different electoral processes, to make descriptive analyses of central tendencies and distribution by sex, and to share knowledge through the official websites.
Perform other duties as assigned by NPM for achieving the objectives of the Parliament Support Project.

Required Skills and Experience
Education:
• Completion of Master’s Degree in Gender Studies, Sociology or relevant fields.
Experience:
• At least 5 years of progressive relevant experience of mainstreaming gender and social inclusion into policies along with handling programme implementation independently;
• Strong management skills including ability to provide strategic guidance, technical oversight; mentor staff; develop work plans and manage budgets and project expenditure;
• Familiarity with federal system of Nepal;
• In-depth knowledge addressing GESI related issues; and
• Must have demonstrated skills in training management and experience in capacity building relating to Gender and Social Inclusion.
Language Requirements:
• Fluency in oral and written English and Nepali is essential.
