Chief of Party, USDA-funded McGovern Dole Food for Education and Child Nutrition Program

Position Description:

Winrock is seeking Chief of Party candidates for an anticipated $20 million USDA-funded McGovern Dole Food for Education and Child Nutrition program in Nepal. The Chief of Party will be responsible for implementing a high-quality, results-oriented program focused on increasing literacy and quality education; reducing hunger and improving nutrition among primary school-aged students (especially girls), pregnant and lactating women, and children under five years old in Nepal. The Chief of Party will oversee the school feeding program, literacy and teacher training activities, as well as work to strengthen local communities and government capacity to maintain a school feeding program.  In addition to concentrating on the production, procurement, storage and administration of nutritional resources, this project will include WASH, maternal health, nutritional education and more.

The position is contingent upon receipt of donor funding.

Responsibilities:

  • Represent Winrock and the project in technical discussions on food security and education with USDA, the Government of Nepal, other USG and donor projects, and other stakeholders
  • Provide high-level oversight for project administrative functions including financial management, human resources and procurement while ensuring compliance with Winrock policies and principles and USDA regulations
  • Design and lead interventions that build the capacity of staff and key stakeholders in government, private sector, and other sectors
  • Coordinate and collaborate with host government programs and other donor projects to leverage resources and maximize results
  • Provide supervision, support, and direction to long- and short-term staff and technical consultants
  • Monitor program performance through indicators and evaluate program effectiveness and results. Apply adaptive management and learning approach to iteratively evaluate program results and impact. Institute adjustments to replicate and scale successful activities and course correct activities that are not yielding desired results.
  • Prepare annual work plans and progress reports and monitor the implementation of these plans. Prepare and submit quarterly reports on the progress of activities and achievement of program results to USDA

Qualifications and background:

  • Education: Advanced degree required in Education, Food Safety or other relevant fields of study related to the project

Work Experience:

  • Minimum 10 years of professional experience in similar position in fields related to results and objectives of the project required for the successful implementation of this project
  • Proven leadership as Project Director or Chief of Party in the design, management, implementation, monitoring, and evaluation of similar size and complex international donor support projects with skills in strategic planning, management, supervision, and budgeting
  • Demonstrated technical understanding of facilitating expanded food security and education projects, as well as managerial experience in Asia is highly desirable

Skills:

  • Proven ability to develop and communicate a common vision among diverse public and private partners and the ability to lead multi-disciplinary teams
  • Knowledge of USDA, USAID and other donor policies and procedures as related to project management preferred
  • Knowledge of the political, social, cultural, environmental, and development context of Nepal strongly preferred
  • Ability to diplomatically supervise staff and coordinate projects with partners from a broad range of backgrounds and experiences
  • Ability to build coalitions and networks that can provide synergies and sustainable solutions
  • Must be comfortable in high-level representational role as well as interacting with beneficiaries
  • Strong communication skills, both interpersonal and written, to effectively coordinate stakeholders
