Background
Reorienting public finance for SDGs acceleration and leveraging additional resources in Nepal aims to leverage the competencies of the specific UN agencies at the national and subnational levels to assist the Government of Nepal to strengthen and bring alignment and coherence in the public finance management system in the areas of budgeting, Medium-Term Expenditure Framework, and inter-government fiscal transfers to support integrated financing for the SDGs. On the one hand, this will strengthen the coherence between planning and budgeting as well as ensuring increased public finance for the implementation of high impact activities contributing to multiple SDGs. This will also enhance results-based budgeting and thereby promote transparency and accountability. It will also ensure that Nepal is better positioned to attract and leverage additional resources needed to meet the SDGs at the national and subnational levels.
This is a joint project of UNDP, UN Women and UNCDF with two years duration. This project has three interlinked outputs with the objective to accelerate the implementation of SDG through SDG aligned planning and resource allocation. The project outputs include:
1. Output 1.1: SDGs responsive medium-term expenditure framework piloted in select provinces and local government units;
2. Output 1.2: Capacities and knowledge of key government agencies strengthened to incorporate SDGs in intergovernmental fiscal transfer framework;
3. Output 1.3: SDG budget coding and expenditure tracking system developed and piloted at the federal and sub-national level .
This project will work in close collaboration with the National Planning Commission, the Ministry of Finance, Financial Comptroller General Office, Ministry of Agriculture and Livestock development, National Natural Resources and Fiscal Commission (NNRFC) as well as province and local governments.
Under the overall guidance of RR and DRR, the project coordinator will work under the direct supervision of the relevant Portfolio Manager and in direct coordination with the Policy Advisor, Inclusive Economic Growth. S/he will work in close coordination and collaboration with the focal points of UNRCO, UN Women and UNCDF as well as relevant government officials of NPC, MOF, FCGO, NNFRC, Ministry of Agriculture and Livestock Development, program provinces and local governments.
Duties and Responsibilities
1) Strategic partnership and coordination.
2) Expert policy advice and technical inputs on SDGs financing, database, reporting.
3) Knowledge management, communication and report writing
1) Strategic partnership and Coordination:
• Ensure coordination with relevant UN partner agencies to ensure coherence of the project activities and results;
• Ensure coordination with relevant government offices and officials at federal level for better collaboration, partnership and for greater ownership of the results of the federal government;
• Coordinate with relevant officials of province and local governments to effectively implement project activities and also ensure alignment with their programs;
• Organize joint meetings of government and UN agencies as required for strategic engagement;
• Carry out field visits to the program areas as necessary, liaise with the stakeholders and government officials and monitor the project activities.
• Assist UNDP to prepare Annual Work Plans, Quarterly Work Plans and other documents;
• Support UNDP in organizing meeting of project steering committee and project advisory committee;
• Prepare the Terms of References for the consultants required by the project.
• Ensure timely submission of technical and progress reports to the donor, partners, and UNDP.
2) Expert policy advice and technical inputs on SDGs financing, database, reporting:
• Devise key strategies for implementation of the project, in close collaboration with the Policy Advisor, Inclusive Economic Growth;
• Provide high quality technical advice on the policy documents and other strategic documents of the projects;
• Provide technical and advisory services to the federal, provincial and local government on SDG financing, SDG based budgeting and data for SDGs;
• Expert policy advice to UNDP for strategic partnership with governments and development partners on disaggregated data required for SDG tracking and monitoring;
• Assist UNDP in providing technical support to CBS and other data producers and users on data generation, processing and use;
• Participate in policy dialogue, stakeholders meeting and interactions on SDGs financing and data for SDGs.
3) Knowledge management, communication and report writing :
• Ensure all products of the project are properly documented;
• Lead in the preparation of strategic policy documents on SDG financing and SDGs based budgeting;
• Ensure strategic communication of project results to government, development partners and other stakeholders;
• Participate in relevant forums and produce communication material for project;
• Lead in writing reports, and knowledge products as necessary.
Impact of Functions:
Successful management of the project by ensuring effective proper institutional set up with tools and policy papers for SDGs based budgeting and increased financing options for accelerated implementation of SDGs.

Required Skills and Experience
Education:
Master’s degree in economics, development studies, or another relevant subject.
Experience:
• At least 10 years of experience on development planning, financing
• Solid understanding and Knowledge of Nepal’s policy framework and financing instruments for SDGs.
• Experience in working with the government on SDGs costing, financing and data base
• Better Knowledge and experience working with provincial and local governments on SDGs
• Prior experience working with UNDP is an asset
Language Requirements:
• Fluency in oral and written English.
Other:
• Well versed in computer applications like Word, Excel and PowerPoint.
• Good report writing skill is highly preferable.
