ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

JOB PURPOSE

To provide support to policy and programme activities in the implementation of forecast-based financing. To provide support to policy and programme activities that effectively meet the operation needs of Nepal Country Strategic Plan (CSP).

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Evidence, Policy and Innovation (EPI) unit and the direct supervision of the Programme Policy Officer for Forecast based Financing and Emergency Preparedness, the incumbent will be responsible for the following duties:

1. Contribute towards the implementation of the Forecast based Financing project and Emergency Preparedness and Food Security Assessments programme in Nepal in coordination with national government, provincial government, local government, UN and civil society organizations.
2. Contribute to development of the FbF and Emergency Preparedness project plans and perform monitoring of the projects (including annual workplan, indicators selection, periodic monitoring and report writing) in coordination with the monitoring and evaluation unit.
3. Perform accurate, timely recording of data within the specific technical area of work (e.g. risk assessments, registration of beneficiaries, application of SCOPE) and ensure consistency of information presented to stakeholders.
4. Conduct risk assessment analyses at Districts, Municipal and Ward level to provided basis for potential expansion of FbF and Emergency Preparedness activities to other areas.
5. Support capacity development activities for WFP staff, cooperating partners and the government partners including the Ministry of Home Affiars, MoHA, Ministry of Federal Affairs and General Administration (MoFAGA), and Department of Hydrology and Meteorology (DHM) and local governments by: preparing presentations, supporting training sessions, compiling and sharing relevant information
6. Closely work with supervisor on the identification, development and management of potential partnerships towards the institutionalization of the Forecast-based Financing and Emergency Preparedness approach.

7. Prepare field level agreements and monitoring of activities conducted by cooperating partners to enable quality assurance and timely implementation of activities.
8. Support planning and designing of trainings for cooperating partners and communities on early warning and warehouse management
9. Coordinate with relevant units to develop communications materials, infographics, newsletter and other advocacy materials to outreach wider DRR stakeholders.
10. Participate in emergency assessment exercise and response as per requirement
11. Perform other related duties as and when required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Completion of a Bachelor’s degree in the related functional area is preferred (e.g. Civil Engineering, Disaster Risk Management, Climate Change or other relevant disciplinary).

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

Programme Lifecycle & Food Assistance: Can facilitate implementation of food assistance programmes under guidance using basic understanding of principles and good practices of programme design, implementation and monitoring.

Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.

Knowledge of Specialized Areas: Understands basic technical concepts and data andtheir relevance to food assistance programmes.

Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

Strategic Policy Engagement w/Govt: Understands and applies basic principles of engagement with government counterparts at the national or local level.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills: Knowledge and experience in Forecast based Financing and Emergency Preparedness initiatives, and knowledge of quantitative analysis methods is preferred.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum 3 years of professional experience in disaster risk management.
  • Has facilitated communication with technical teams (i.e. nutrition, VAM, EPI etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
